Job description
The Sectors Analysis team is a friendly, multi-disciplinary, diverse and vibrant team of over 20 analysts. Our mission is to provide authoritative advanced manufacturing analysis to raise sector productivity and support UK business growth.
- Advise and shape evidence-based advanced manufacturing policy with a strong focus on Net Zero, Innovation and Skills;
- Monitor, evaluate and make policy recommendations from sectoral analysis, including evaluation of external shocks, such as macroeconomic impacts (inflation), trade (EU terms of trade, US Inflation Reduction Act) and ;
- Maximise Value for Money of HMG’s sectoral investments.
Your role will be a job share (0.6-0.8 FTE), working with Emma Drever (0.7 FTE), covering a broad portfolio and leading a 9 strong multi-disciplinary analytical team. Your role will be critical in shaping the UK’s advanced manufacturing policy, offering insight on long-term, strategic issues, including:
1. How can our policy be optimally designed for UK manufacturing to benefit, and increase its productivity, from the opportunities of net zero?
2. What are the main barriers to growth for UK manufacturing and how does the UK’s business environment compare to international competitors?
3. What are the short-term and long-term economic impacts of our business support programmes in automotive, manufacturing, aerospace and electric vehicle battery supply?
Person specification
- Providing effective, inclusive and supportive leadership to a diverse analytical team – setting direction in a complex policy environment;
- Assuring impactful internal and externally commissioned research, with a focus on monitoring and evaluation of our £billion business support programmes;
- Leading rapid analysis and developing policy recommendations from cross-sectoral and advanced manufacturing sector insight, that engages and influences external and cross-government expertise;
- Managing the directorate’s research budget, ensuring Value for Money;
- Build and leverage effect relationships across government, academics, trade bodies and research organisations to ensure our evidence base reflects the latest insight.
Skills and Experience
You will have excellent leadership and communication skills and enjoy using your analytical expertise to help shape policy development, within a rapidly changing environment.
Essential experience includes:
1. Analysis to influence policy making – demonstrable experience leading analysis that informed policy design and development;
2. Leading analytical teams – experience leading multi-disciplinary analytical teams on cross-cutting issues, drawing on internal and external expertise to develop the evidence base.
The key skills for the role are:
A. Leadership. This includes both analytical leadership to ensure new analytical methods and techniques are used to bolster our evidence base and strategic leadership to ensure that our analysis influences the wide range of policies where a sectoral perspective is important;
B. Seeing the big picture. This includes strategic vision and understanding the interface between analysis and decision making within organisations;
C. Communicating and Influencing. This includes the ability to assimilate complex evidence and present it in a clear concise way that persuades and influences others;
D. Delivering at pace. This includes an ability to work at pace within a rapidly changing environment and to ensure the interests of the team and Department are influential in this policy space. In this context, knowledge and experience of industrial policy would be desirable but is not essential.

Eligibility for the analytical professions is outlined below (detail also available here https://www.gov.uk/government/organisations/government-analysis-function/about/membership):
o For social researchers a 2:1 (or higher) in a relevant social science degree with a substantive research element, such as demography, economics, human geography, linguistics, or psychology. Alternatively a 2:2 in a non-social science degree plus a masters level social science degree, or work place experience and a degree equivalent (Certificate or Diploma), are also accepted.
o For statisticians a 2:2 in a subject containing at least 25% taught statistical content, such as statistics, mathematics, economics, sciences, business studies, psychology, geography, or a higher degree, e.g. a MSc or PhD, in a subject containing formal statistical training.
o For operational researchers a 2:1 or higher numerate degree, or a 2:2 with relevant work experience or postgraduate qualification. Highly numerate degrees include: Astrophysics, Data Science, Decision Science, Econometrics, Engineering, Mathematics, Operational Research, Physics and Statistics.
o For economists a first or upper second-class honours degree in economics (or international equivalent), or a postgraduate degree in economics. If it is a joint degree, at least 50% of the course modules must be in economics. You also need to have studied both macroeconomics and microeconomics.
