Job description

EDUCATION AND EXPERIENCE REQUIRED: Bachelor's degree from an accredited college or university in the field of Computer Sciences, Health Administration, or related fields or experience in lieu of education.

Preferred: Experience with healthcare provider workflows and similar Electronic Health Record (EHR) systems administration. Experience with troubleshooting and problem solving complex work-flows and EHR systems.

REPORTS TO: Chief Business Services Officer

LEVEL OF SUPERVISION REQUIRED: General

JOB PURPOSE: The Electronic Health Record (EHR) Analyst & Support evaluates, designs, and supports solutions within Gulf Bend Center's SmartCare Electronic Health Information Management system. This position is knowledgeable regarding business processing needs involved in behavioral health and financial responsibilities tied to clinical operations that will improve the productivity and efficiency of the business. This position is responsible for the overall support of the agencies EHR to include but not limited to revenue cycle, clinical and ancillary areas. This includes coordination, implementation, execution, control, and completion of specific Health Information Technology (HIT) projects ensuring consistency with Gulf Bend Center's mission, goals, and core values. EHR Analyst will represent Gulf Bend Center in a positive, mature, and professional manner at all times and maintain a positive interface with third parties/contractors. Work is performed under the general supervision of the Chief Business Services Officer with considerable latitude for the exercise of discretion and independent judgment.

ESSENTIAL FUNCTIONS and DUTIES:

1. Project Management: Work closely with agency management on EHR and HIT related projects and other special projects as assigned.

2. Works closely with agencies Service Programs, BH, IDD, SUD, CCBHC initiatives, Finance, Accounting & Billing departments to achieve best practices and efficiencies for data interfacing and sharing of information between agency departments and systems.

3. Serves as the agencies EHR First Line (First Tier) support contact for fielding, tracking, resolving trouble tickets.

4. Serves as the agencies EHR System Resource contact. Responsible for researching capabilities such as but not limited to: CQM (Clinical Quality Measures), Assessments, Consents, Acknowledgments, Misc. Program Specific Forms, E-Prescribing, Data Exchanges, In/Out Messages, Reporting, Patient Portal and Care Coordination.

5. Works closely with Program Managers to develop workflows, project scopes and objectives, involving all relevant team members and ensuring technical feasibility

6. Assures compliance with state contracts and funding agencies by monitoring Encounter Data and related mapping protocols.

7. Assures compliance with state contracts and funding agencies by monitoring synchronous activities of batching between the agency and state database systems. The agencies EHR must be kept in synchrony with several state data systems to include but not limited to: CARE, CMBHS and MBOW.

8. Work closely with agency program directors, managers, leads as well as state-wide program leads at consortia groups for state-wide collaboration and EHR User community. Facilitate and attend as needed in-agency and state-wide collaborative meetings to assess and develop best practice workflows for use within the agency and the agencies EHR system.

9. Training: Works closely with program directors, managers, human resources and human resource development to train all new staff on EHR system usage.

10. Works closely with DBA (Data-Base Amin/System Admin) and may learn basic report writing and basic SQL to assist with reporting needed by programs.

11. Other duties include but are not limited to cross-training within the Information Services department and working closely with Data Support Specialist on CCBHC, SAMHSA grants, CQM (Clinical Quality Measures), Alternative Payment Methods, Directed Payment Programs and any quality and data needs as they arise.

12. Establish and maintain relationships with third parties/contractors.

13. Must maintain regular and reliable attendance.

14. Complies with telework/remote agreement.

15. Relias trainings and any other training required for role is 100% compliant.

16. Uses the trauma informed care approach when providing services and working with others:

  • Understands the Three E's of trauma-informed care.
  • Understands the Four R's of trauma-informed care.
  • Understands the six key principles of trauma-informed care.

Trauma-informed:

A trauma-informed approach to care "realizes the widespread impact of trauma and understands potential paths for recovery; recognizes the signs and symptoms of trauma in clients, families, staff, and others involved in the system; and responds by fully integrating knowledge about trauma into policies, procedures, and practices, and seeks to actively resist re-traumatization." The six key principles of a trauma-informed approach include: safety; trustworthiness and transparency; peer support; collaboration and mutuality; empowerment, voice and choice; and cultural, historical and gender issues (Substance Abuse and Mental Health Services Administration [2014]).

OTHER REQUIREMENTS OR CONDITIONS:

1. Current State of Texas Driver License or if you live in another state, must be currently licensed in that state. Liability insurance required.

2. Must be insurable by Center's liability carrier if employee operates a Center vehicle or drives personal car on Center business.

3. Good driving record as defined by Gulf Bend Center.

4. Must complete all CORE training requirements prior to the due date.

5. Must have computer experience to include: Microsoft Word, Excel, and Outlook. Must have good organizational skills to achieve multiple deadlines. Ability to type 40 wpm.

  • Must maintain regular attendance and reliability which is critical to business operations. This is a fulltime position. Days and hours of work are Monday through Friday, 8:00am to 5:00pm or agreed upon hours 100% of the time, to ensure consistency and completeness of program's processes. Evening and weekend work may be required as job duties demand. This position is designated as an allowable Remote/Home-Site type position. If living within 25 miles of GBC's main offices, employee may be expected to be available in office more frequently than if employee lives more than 25 miles from GBC's main offices.
