Role: Specialist Finance Officer (inside IR35)

Your role in the Specialist Finance Officer will be to support the administration of the month end reporting cycle, ensuring timely, fit-for-purpose products. You will be required to work with other finance and operational colleagues to support all relevant finance processes and delivery of information. You may also play a key role in supporting, developing and improving a range of transaction processes to ensure that postings to the accounts are accurate and robust.

As a Specialist Finance Officer your main responsibilities would be:
- Producing the monthly financial reports to meet budget holders’ needs.
- They will generally support a large business area, e.g. part of a large entity within the group or one or more smaller Arm’s Length Bodies.
- responsible for the day-to-day management of the Management Accounting team in order to deliver a robust and influential management accounting service to senior managers and Defra group Finance colleagues.
- Develop a good understanding of their business area of responsibility and work closely with budget holders and Senior Finance Business Partners.
- Provide effective leadership including effective management and development of the Management Accountants.
- Setting objectives, actively and effectively communicating, managing performance, and creating an inclusive environment where people feel valued, respected, safe to challenge and where contribution is recognised. ·
- Manage the management accounting aspect of the annual budgeting/forecasting cycle and any in-year changes to the approved position with support from Finance Business Partners. · Provide assurance on integrity of information in financial systems, ensuring good controls and checks are in place to maintain accuracy and advising the business on accounting principles and treatment ·
- Lead the management accounting activities of the month end cycle, including the approval of material journal adjustments and accruals, key returns to group accounts and providing approval to close the ledgers. ·
- Provide financial analysis and insight, through meaningful variance analysis including risk management, mitigating actions, deep dives or financial modelling.
- Lead the preparation and interpretation of in-year financial management reports including insightful commentary.
- Ensure financial information is understood by non-financial managers by telling the story in a simple “jargon free” way, including risks and opportunities·
- Flexibly manage resources to support other finance teams with key financial activities, such as year-end activities and audit requests, to achieve group success.
Essential Criteria
- Part qualified Accountant or QBE (CIMA, ACCA or equivalent)
- Highly experienced Lead the management accounting activities of the month end cycle
- Highly experienced at Delivering monthly Management accounts
- A strong track record in team leadership, in particular with leading teams to deliver high quality outputs at pace
- Excellent technical skills across a wide range of financial disciplines and a proven ability to apply them effectively
- High credibility with senior colleagues and stakeholders and the ability to influence decision-making
- The ability to analyse and communicate complex financial information in a clear and understandable way
- Well-developed networking skills that enable you to gain a better insight into complex cross-government issues
- Always seeking to improve processes and increase efficiency
