Position Overview
The Illinois Department of Children and Family Services is seeking an organized, professional, and results oriented individual to serve as Administrator of Statewide Vouchering and Business Operations. Subject to management approval, this position will plan, direct, control, and coordinate the functions of the Central Vouchering & Business Office Units throughout the state. The position will develop and implement fiscal review guidelines and plan and develop payment policy. This position provides a great opportunity for a motivated individual who is interested in playing a role in ensuring that DCFS implements sound fiscal policies and procedures in the administration of the agency. Job Responsibilities
1. Serves as Administrator of Statewide Vouchering and Business Operations, including the Client Payment Unit and Accounts Receivable Unit
2. Serves as full line supervisor
3. Provides administrative direction and oversight to professional managers responsible for statewide business office operations, client payment operations, and accounts receivable
4. Intervenes and negotiates approved resolution to complex problems between DCFS regions, Comptroller’s Office, and private agency providers
5. Communicates and interprets program policy and procedures to field, central office, client payment, and accounts receivable staff
6. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
1. Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with coursework in business, accounting, or economics
2. Requires four years of progressive responsible administrative experience in a public or business organization
Preferred Qualifications (In Order of Significance)
1. 4 years of professional management experience in the financial area of a public or business organization
2. 4 years of professional experience in the implementation of financial systems in a public or business organization
3. 4 years of experience supervising professional staff in a public or business organization
4. 3 years of professional experience formulating long range plans to enhance efficiency, effectiveness, and internal controls in a public or business organization
5. 3 years of professional experience serving in a liaison capacity for a public or private organization

Term Appointment:
