Hours: 36.5 Monday - Friday with flexibility to cover project work on the occasional weekend and evening.

Essex Pedal Power is an exciting programme led by Essex County Council and Active Essex to support more people to cycle by removing the barriers to participation. This post will support the delivery of the Local Delivery Pilot, based in Harwich & Dovercourt. Essex Pedal Power allows eligible adult residents to apply for a new FREE quality bicycle. The inclusive programme aims to make cycling accessible for everyone providing access to employment, training and educational opportunities or key local services. The project builds on the successful pilot already running in Jaywick and Clacton and is part of a wider roll out in Essex. It will distribute 600 bikes in Basildon throughout REPLACEMENT_STRING2025 and if successful, will be rolled out to further areas within Essex.
As Project Support Officer you will be responsible for supporting the project co-ordinator in the role out of the scheme and any admin involved in the bike role out within the local communities of Harwich & Dovercourt.
The majority of your working hours would be spent within the office and out in the local community with the team. When necessary/able, some remote home working may be offered.

Main duties
1. Ensure the programme governance is well run including scheduling, necessary paperwork, record keeping, minute taking and coordination of all committees.
2. Support the Sponsor Group, Core Group and Local Community Action Networks and any special working groups as necessary.
3. Work closely with and support the Essex Pedal Power Coordinators, including supporting scheduling, diary management and project support and implementing appropriate processes and procedures to administer the programme effectively.
4. Supporting project management including administering records such as project plans, risk register, procurement schedules, monthly reports and workforce plans.
5. Using excellent communication skills with multiple stakeholders. Ensuring information flows between the multiple and complex network of contributors to the Essex Pedal Power Programme.
6. Working with TAWS Finance Manager to ensure Essex Pedal Power fiscal control over programme spend and reconciliation.
7. Work closely with other team members to ensure the effective co-ordination of all projects within the programme work streams.
8. Liaise with the Project Coordinators to review and plan work streams, outcomes, priorities and associated budgets.
9. Support all aspects of event planning and the Essex Pedal Power communications email/phone/digital channels.
10. Produce reports, carry out presentations and undertake administrative duties in connection with the post.
11. Carry out all other duties as maybe reasonably assigned from time to time and with the level of this Job Description.
12. Support and adopt the mission, aim and values of TAWS, throughout your work and behaviours.
13. To take responsibility for your own personal and professional development, including responding constructively to internal management performance processes.
Knowledge, skills and experience
1. All criteria are essential, and your application will be assessed on all points detailed below.
2. Proven track record of providing administrative support for complex projects or programmes of work.
3. Substantial IT skills that supports word processing, spreadsheet technology, online data entry systems, outlook and share point file system.
4. Demonstrate ability to understand project or programme methodologies and the administrative requirements to help these run smoothly.
5. The required soft communication skills to liaise with multiple stakeholders and also to help get the best or what you need from people in support of administrative processes. This includes handling email and phone enquiries for the team.
6. Evidence of following processes and procedures within a governance model where pressure exists and where process and procedure are new or have been in need of change.
7. Demonstrate ability to understand budget management from an administrative perspective supporting the fiscal control over complex projects and programmes.
8. Evidence of capability to ensure governance committees and boards run smoothly due to administrative control and support.
9. Ability to respectively challenge and add value to senior or influential contributors such that you are a key go to person in the running of project and programmes with the appropriate can-do attitude.
10. Strong interpersonal skills and presentational skills across a range of mediums.
11. Knowledge of learning and evaluation processes and implementing continuous improvement across projects.
12. Evidence of supporting procuring services and contract managing partners to deliver services.
13. Support in preparation of information for reports up to Programme Board level.
14. Demonstrate empathy and understanding with the citizens and communities who access our services.
15. Evidence of a commitment to ongoing personal development and training.
16. Digitally literate and familiar with a range of software packages including utilising social media.
17. A genuine passion for the wellbeing of others and a drive to improve the lives of individuals and communities.
18. An understanding of what a Community Benefit Society is and experience of working cooperatively.
19. Experience in customer facing roles and knowledge the local communities.
