Finance PMO Support - Inside IR35
Contract Term: 12 months (with possible extension)
Contracting Authority: UK Export Finance
Location: Hybrid Working (one day per week office based – London)
The Digital, Data and Technology (DDaT) division is responsible for the provision of IT services to all UKEF users.
The post holder will be responsible for the delivery of re-platforming of our General Ledger together with subledger capabilities (which is 20+ years old and unable to sustain the growth and financial controls required as the organisation continues to grow) to support the controlled accounting entries, calculations, aggregations, and aspects of reporting required under IFRS, including Insurance and Investments subledger capabilities.
The replatforming will include:
Working with our delivery partner and the chosen vendor to configure and implement and ensure that integrations between the data solution (Finance Data Store), the calculation engine(s) and GL will need to be designed (currently under way) and developed, as they are not part of the same technology stack.
There is also a separate workstream to set up a new IFRS 17 calculation engine working alongside the General Ledger. The calculation engine will be implemented to ensure IFRS 17 compliance.
This role will be responsible for the project management of both the General Ledger and calculation engine.
Job Purpose:
Over the next 2 years we will be working with a series of external partners on the Financial Reporting Changes Programme (FRC) which will help us adopt two new International Financial Reporting Standards (IFRS) 9 and 17. This is the large programme and will fundamentally change our Accounting and Risk Practices and many elements of the IT infrastructure and architecture.
As a Finance PMO Support your main responsibilities would be to:
- To apply experience of managing a general ledger replacement or Enterprise Resource Planning (ERP) into an organisation. Experience of Government Shared Services platforms implementation would be ideal.
- Develop and draft the Business Case, with input from specialists as necessary.
- Deliver the agreed Business Case benefits and outcomes. Ensure benefits are identified, understood, measured, tracked, and owned. Ensure appropriate Benefits Realisation Strategy is in place and monitor longer term delivery of benefits against the Business Case.
- Develop the project budget and track delivery within budget. Lead the financial planning and management of the projects, ensuring delivery within the agreed cost forecasts.
- Day to day management and leadership of the project and the project team. Provide effective leadership and management controls. Set project controls. Design the project structure and organisation appropriate to stage. Set appropriate delivery methodologies. Manage effective transition between project phases.
- Create and lead the projects to deliver the agreed outcomes within time, cost and quality constraints.
- Work collaboratively with the SRO to jointly manage senior stakeholders. Ensure stakeholder interests are identified and addressed. Manage stakeholder communications and ensure buy-in. Form collaborative relationships with key stakeholders both internally and externally. Build consensus across a large and often diverse group of stakeholders.
- Identify and manage strategic and operational risks and issues and escalate to SRO where appropriate. Ensure risks and issues are prioritised, assessed and mitigation actions developed, implemented, and monitored throughout the life of the project. Ensure senior stakeholders are briefed, updated and where appropriate, enrolled in the management and control of key risks. Identify and engage specialists as appropriate.
- Support effective governance and decision making. Provide reporting and engage in mechanisms that hold you, as Project Manager, to account for delivery.
- Engage with assurance reviews and support action on recommendations. Organise assurance processes such as gateway reviews, as required.
- Cascade vision and translate into delivery objectives for the team. Develop and maintain Project Plan. Identify and set appropriate Project Controls. Manage performance and report progress to sponsors.
- Drive the projects forward through timely and effective tasking of resources to ensure scope, targets and constraints are fully understood and adhered to ensure cost effective utilisation of resources.
- Manage of project tasks, prioritisation of resources and monitoring of project progress using UKEF standard tools and templates.
- Resolve issues and conflicts within individual projects utilising a creative and flexible approach to problem solving. Escalate issues where appropriate.
- Continual management (identification, evaluation and control) of project risk and issues, mitigation planning to minimise the impact of risk and issue resolution.
You’ll have:
- Good working experience of complex data migration (master data as well as transactional data, ideally financial, but would also take similar migration experience such as planning data, person data (HR) done as part of a merge or finance transformation project
- Experience or been part of a Finance System implementation or a Finance Transformation project
