About Us


The context for West Sussex County Council is changing. Increasing
demographic pressures, continuing challenges to provide residents and
communities with greater levels of choice and control over services, and the
tighter financial constraints placed on the authority mean that the Council needs
to change the way it operates.


The Adult Services & Health Directorate is focused on meeting these challenges
through a significant shift to prevention, independence, closer working with
partners, a focused commissioning strategy and system-wide working to achieve
both better outcomes for residents and significant savings. To deliver this, a new
model for commissioning for Adult Services & Health is being implemented which
aims to maximise synergies between commissioning areas, reduce duplication
and has clear accountability. The newly centralised service will aim to deliver a
consistent joined up approach across commissioning across the department and
ensure alignment of contracts and supplier management with market and
commissioning strategy outcomes.


About The Job


Salary:
£58,863 - £62,183 per annum
Working Pattern: Full time, 37 hours
Contract Length: Permanent
Location: County Hall, Chichester – Hybrid Working

CA new position has become available for an experienced programme manager. This opportunity will allow you use your expertise to make fundamental changes to the Adults Services directorate.

You will lead on various projects whilst managing teams ensuring correct processes are followed and implementing new ones for further improvement.

Here at West Sussex we promote flexible working. This is a hybrid role allowing remote working with occasional days in the office at County Hall Chichester.


Experience and Skills


Key Skills:

1. Experience of and ability to apply programme management solutions to achieve service improvements for the directorate.

2. Excellent analytical skills which support the development of project “proof of concept”

3. An ability to navigate complex political and governance processes and access different funding streams.

4. Ability to develop strategies, engagement techniques and strategic alliances with key stakeholders for the successful implementation of change.

5. Understanding of human aspects and factors influencing change.

6. Excellent IT skills, with a good knowledge of Microsoft packages, particularly
Excel, Word and PowerPoint.


Qualifications and/or experience:

  • Post graduate professional qualification relevant to programme, project or
change management (e.g., MSP, APM) or equivalent level of significant experience in a relevant setting.
  • Experience of providing Quality Assurance support to Project Managers.
  • Experience of using recognised techniques and approaches for analysing & designing a service and its processes and embedding sustainable change.
  • Experienced in delivering a customer focused service that will improve
services in the future through resource planning, creative problem solving
and managing projects and strategies.
