Full-time, permanent position. (FTE: 1.0) 36.5 hours per week.

Job Description

JOB PURPOSE

The Building Fabric section is responsible for drainage repairs, paving and road repairs; building fabric components work such as roof repairs, re-decoration, windows; and statutory checks such as fire door inspections and repairs. The Building Fabric Maintenance Manager will be a self-starter and work autonomously within set objectives. The role will manage the Building Fabric section and specialist maintenance contractors to ensure all statutory, planned and breakdown works are completed to agreed KPI’s and Service Statement.


DUTIES AND RESPONSIBILITIES

Technical

As technical expert on all elements of building fabric, construction performance and compliance, advise on the management and maintenance of building fabric activities and maintain as such to protect the building fabric.

Manage technical surveys and investigations of buildings and hard fabric public realm to plan, schedule and oversee preventative maintenance, identify faults and oversee remedial work resulting from them.

Arrange and supervise routine and emergencies minor building works, maintenance and reconstruction repairs of the University Road and pathway system and implements measures as necessary to maintain the road surface, signage and road markings in a safe condition throughout the campus.

Undertaking technical and incident investigations as required by line manager, generate written reports to confirm findings, works completed, recommendations and maintain appropriate records

Provide historical performance and reliability data, technical advice and support to the department and specialist contractors, assist with contract specifications for complex maintenance projects.

Management of section workshops, stores, property, vehicles, tools and equipment in accordance with University policies and guidelines.


Compliance and Safety

To manage the delivery of building fabric fire compliance. To include fire stopping, fire doors, fire risers, and fire extinguishers. To work closely with the Fire Safety Adviser to ensure that all spaces and building are compliant.

Manage and oversee the maintenance and inspection contract for the University’s static lifting equipment assets and ensure static lifting assets within Maintenance Operations are compliant. To manage the responsibility for all fall protection systems. To work with colleagues to manage safe access onto roofs.

Work with colleagues in Health & Safety to manage issues relating to asbestos, passive fire precautions and building fabric. Manage compliance in accordance with building regulations and statutory obligations.

Issuing appropriate Permits and review all supporting health and safety documentation, risk assessments, method statements, training records etc. To develop Safe Operation Procedures (SOPS)– and manage the implements and the adherence to.


People Management

Manage the directly employed labour in accordance with University policies and guidance for staff management.

Provide clear direction on maintenance standards, prioritise and schedule statutory, planned and, reactive maintenance, defect repairs and minor works, organize and deploy directly employed labour.

Ensure the DEL’s competencies meet the Section services requirements undertaking succession planning, skills needs/gap analysis, developments plans etc.

Oversee emergency response in line with the University Business Continuity plan.

Provide management and technical support to the Contracts Officer and supervisor with the management of contractors.


Financial

Provide budgets cost for the forward maintenance register, contracted services, minor works; arrange small works projects to allow the programme manager to produce plans in line with the Estates department guidelines using approved contractors and the Estates’ quote and tender limits policy, ensure work is completed to program, within budget, conforms to legislative requirements and to the University accepted standards.

Advise the budget holder with the product specifications and budget costs for specialist plant, tools, equipment and consumables required by the section.

To directly feeding into programme and budgets for the section to the Maintenance Programme Manager.

Manage Section budget in accordance with Estates processes and management information reporting.


Administration and communication

Undertake administrative duties; maintain records and documentation as required by line manager and in accordance with Estates office and University policies.

Provide management information such as section budgets, statutory compliance, backlog maintenance, HR reporting, defects, maintenance scheduling etc.

To manage the recording and updating of all asset information related to fabric which has been affected by work carried out by the team.

Development of section operating arrangements, procedures and processes which contribute to the Estates Maintenance Strategy.

Engage effectively with the directly employed labour and with other departments where maintenance activities will impact on the building users’ operations.

Liaise with Estates and other University departmental staff to advise on control management issues as well as development.


Customer Service

Provide a consistent high standard and level of service to a broad customer base with diverse needs and requirements across the campus zones. Ensure that methods of planning and communication are appropriate to customers’ needs.


Other

To carry out other duties commensurate with the grade as requested by the Maintenance Programme Manager.
