Duties
This is a career ladder progression position; the duties described below are at the full performance level (GS-12). Incumbents hired at or below the GS-12 grade level will serve in a developmental capacity, wherein the work is less complex in nature and the supervisor or a senior level employee provides specific instruction and guidance. At the GS-12 grade level, the incumbent will perform the following:
- Participates in meetings and conferences with union officials and their attorneys and/or accountants and enforcement staff of various state and federal agencies, including the Regional Solicitor and United States Attorneys on civil and criminal matters.
- Serves as team member on complex civil and criminal investigations. Under the direction of the team leader, conducts assigned segments of the investigation and prepares drafts of appropriate portions of the investigative report.
- Prepares comprehensive, well-documented, sign-off quality reports of investigative findings and recommends appropriate disposition.
- Plans, develops and conducts complex civil/criminal investigations, compliance audits, supervised elections and enforcement activities.
- Conducts interviews and compliance assistance activities.
- Independently analyzes the operation of large union entities; resolves serious obstacles to the progress of the investigation; or overcome severe hostility encountered during enforcement activities.
- Researches, investigates, analyzes and examines accounting and financial records and the structure, philosophies, policies, and operating practices of labor organizations; discovers and develops leads; gathers evidence; determines when investigative depositions should be taken; and, when appropriate, requests grand jury and agency subpoenas to secure evidence and develop testimony.
Work Environment: Initial assignments are typically performed in office settings, but usually require extensive additional onsite investigative work. This onsite work often occurs during evening or other irregular hours in work places of union officials or other persons at work sites that include unsafe and crime ridden urban areas, factories, union office buildings, construction building sites, mine operations, trucking terminals, warehouses, etc. that expose the Investigator to personal and environmental risks in order to accomplish required mission.

Qualifications
FOR THE GS-05 LEVEL:
You must have 3 years of general experience that demonstrates the ability to analyze problems in order to identify significant factors; ability to gather pertinent data and recognize solutions; plan and organize work; and to communicate effectively orally and in writing.

Possess 4-year course of study leading to a bachelor's degree
OR
Possess a combination of EXPERIENCE appropriate for this position and have successfully completed post-high school education that provided the specific knowledge's, skills and abilities to perform successfully the duties of this position.
FOR THE GS-07 LEVEL:
Experience: you must have at least one year of specialized experience equal or equivalent to the next lower grade level, GS-05 in Federal service, that demonstrates the knowledge, skills, and abilities to perform successfully in the duties of this position.
Specialized experience includes three or more of the following:
- Providing assistance to higher level staff in researching and applying laws and regulations to identify discrepancies;
- Performing regulatory compliance work;
- Assisting in the examining of financial data and records to compile data and draw conclusions;
- Assisting in conducting fact-finding interviews to gather information;
- Drafting correspondence for final review and signature;
- Preparing comprehensive, well-documented, sign-off quality reports.
OR
Education: One (1) full academic year of graduate level education;
OR
Combination of education and experience: applicable education and experience as defined above. The total percentage must equal at least 100%. This must be fully supported by your resume and transcripts.
OR
Superior academic achievement (S.A.A.). S.A.A recognizes college or university students who have successfully completed all of the requirements for a bachelor's degree and achieved superior academic standing as evidenced by one of the three methods described below.
S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
- Class standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
- Grade-point average (G.P.A.)- Applicants must have a grade-point average of:
- 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
- 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.

FOR THE GS-09 LEVEL:
Experience: Applicants must have one year of specialized experience equivalent to the next lower grade level, GS-07, in the Federal service, that demonstrates the knowledge, skills, and abilities to perform successfully in the duties of this position.
Specialized experience includes four or more of the following:
- Reviewing, analyzing and interpreting laws to assure compliance with regulations;
- Conducting simple investigations of the violation of laws;
- Conducting audits/reviews of financial records to identify discrepancies (e.g., labor union, banking records);
- Examining, researching and gathering information for preparation of portions of investigative reports;
- Providing advice and guidance to the public on regulatory requirements;
- Preparing comprehensive, well-documented, sign-off quality reports.
OR
Education: At least 2 years of progressively higher-level Graduate education (above a Bachelor's) leading to an applicable degree; OR Master's degree or have been awarded a Master's or equivalent higher level Graduate degree; OR LL.B. or J.D., if related.

This position is inside the bargaining unit. If this position is an investigator position, it falls under the National Union of Labor Investigators (NULI). If the position is not an investigator position and the duty location is within the Washington, D.C. metropolitan area, the position will be included in the Local 12, AFGE bargaining unit. If the position is not an investigator position and the duty location is outside the Washington, D.C. metropolitan area, the position will be included in the NCFLL bargaining unit.
Student Loan Repayment Program
The Federal student loan repayment program permits agencies to repay Federally insured student loans as a recruitment or retention incentive for candidates or current employees of the agency.
