Duties

The primary duties of this position are:

  • Observes and investigates construction at all stages to identify problems, take timely action to correct discrepancies, and ensure full compliance with contract plans and specifications.
  • Prepares daily report of activities which includes instruction to contractor representative, quantities of pay items placed, weather conditions, progress of construction, reasons for delay, and any usual problems encountered.
  • Review project procurement packages prior to issuance to insure project constructability, code compliance, and contract administration point of view.
  • Review's contractor(s) payment estimate submittals, progress measurement data, and reports of materials and equipment used, and recommends approval or disapproval.
  • Reviews plans and specifications for proposed projects to determine practicability from a construction viewpoint and whether physical obstructions or other construction difficulties have been anticipated.
  • Uses AutoCAD Civil 3D or equivalent software to develop engineering drawings under supervision of design engineer, and update's previously approved engineering drawings to reflect field changes documented by qualified personnel.
  • Serves as the construction representative responsible for construction quality assurance and contract administration activities to assigned construction projects.
  • Ensures adherence to safety regulation at project work sites, conducts, and attends periodic safety meetings, and acts as adviser on all safety matters.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the general work experience requirement - this information must be clearly supported in the resume.

GS-11 applicants must possess one year of specialized experience equivalent to at least the next lower grade level GS-10 in federal service. Specialized Experience for the GS-11 defined as experience involving heavy civil construction projects specific to water resources structures, conveyance systems and associated mechanical and electrical systems, power generating equipment and systems. Inspection work involves inspection of electrical, mechanical and structural aspects of projects (e.g., canals, pipelines, dams, water treatment plants pumping stations), interpreting plans and specifications, dealing with construction problems, working with contractors concerning problems of scheduling, interpretation of plans and specifications, selection of work methods and acceptability of materials and workmanship.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Selective Placement Factor: This position requires a current, valid State Driver License. Failure to provide proof of such license will cause you to be rated ineligible for this position.

Education

This position does not allow substituting education for experience.

How You Will Be Evaluated

Category rating and selection procedures will be used to evaluate applications from this announcement.
