Job summary
We are looking for a experienced highly motivated individual to join our small friendly HR Team which is focussed on providing tailored business support to the agency. Reporting to the Head of HR you will support all aspects of HR. This includes developing and delivering new initiatives as HR operations including recruitment and case management.
As part of a small team the successful candidate will also be involved in delivery of core HR function such as payroll, and the preparation of statistical information for our various stakeholders.
The successful candidate will be a self-starter with strong numeracy, IT and interpersonal skills. You will have excellent attention to detail with an organised and methodical approach. You will also have the ability to work collaboratively in a team and be able to multi task to deliver work to a high standard under pressure working to tight deadlines.
Job description
- Employee services – providing day-to-day HR support to staff and managers upon direction from the Head of HR in accordance with DMO policies and procedures, legislation, Civil Service requirements and best practice
- Reports & statistical information – the supply and production of regular and ad hoc HR management information as required. Specific responsibilities include reports on staffing numbers, turnover figures, and recruitment statistics
- Recruitment – working with the Resource Lead and providing support for the effective management of recruitment campaigns, in accordance with Civil Service Recruitment Principles and best practice. This will include liaison with advertisers and recruitment agencies.

Payroll administration and liaison – providing back up to the Payroll lead
- taking appropriate payroll action by preparing payroll for 130 employees for senior management authorisation
- checking payroll reports for “sign off”
- liaison with the finance team on payroll information and submissions
- Pension administration to include maintaining appropriate records as well as liaison with external administrators e.g. HM Treasury and MyCSP
- Policies and procedures - contribution to the development and maintenance of HR policies and procedures and updating of the Employee Handbook as required
- Information management – (including ensuring that HR database and personnel files are kept up to date and information held is correct and compliant with the DPA). Maintaining absolute discretion and maturity in handling sensitive/confidential data
- Working relationships - To work collaboratively and in a supportive manner within the HR team and with the finance team and other departments to ensure that the overall aims and objectives are achieved. To assist the Head of HR when required. This may include processing references, filing etc.
- Training - Booking training; liaising and maintaining relationships with training providers; monitoring individual training plans; monitoring and analysing data from training evaluation forms; providing background data/reports for quarterly training reports to ExCo and the wider office.
- Website/Intranet: Interaction with the web/intranet team to ensure the intranet and website reflect up-to date information on the management team and HR policies.
Person specification
- Experience - Previous HR experience in the public or private sector. This to include data compilation, analysis (including engagement surveys) and insight, preparation of reports and management information. UK payroll experience including compliance, payroll audit and records management. Familiarity with payroll and HR systems e.g. Oracle or similar.
- Experience - The ideal candidate will have worked in a generalist HR role and be comfortable managing multiple strands of work to provide a good service at pace. General team support (for on-boarding, recruitment, staff engagement, well-being, day-to-day team support), demonstrable experience of successfully managing own workload involving multiple stakeholders to tight deadlines, excellent IT knowledge, particularly with the Microsoft suite. Advanced Excel and PowerPoint skills with the ability to present information in forms, tables, and spreadsheets.

- Technical - Payroll qualification or demonstrable experience as equivalent, CIPD qualified or working towards CIPD qualification or equivalent and a good level of numeracy; educated to GCSE including English & Maths
