About The Service


Parents First is the psychology-led parenting service within Cardiff Parenting 0-18. Cardiff Parenting 0-18 is part of Cardiff Council’s Early Help Services, available to all families living across Cardiff with a child or young person under 18. Cardiff Parenting 0-18 is grant funded by Welsh Government and complements the parenting services offered in Flying Start areas of Cardiff. Within Cardiff Parenting 0-18, both group programmes and individual programmes are available.

Parents First offers bespoke, individualised parenting support to families, informed by psychology. Parents First is led by Specialist Educational Psychologists who lead, train and supervise the work of Home Liaison Officers. Home Liaison Officers work directly with parents to facilitate change in the areas identified and prioritised by parents themselves.

Parents First supportive, innovative, and value driven team with a broad range of knowledge, skills and experience. A carefully planned induction and regular supervision and support is provided to Home Liaison Officers. The service is in a period of growth and development and excellent CPD opportunities are available.

About the job


We are seeking to appoint a full time Home Liaison Officer. The post is suitable for job sharing.

The Home Liaison Officers’ role consists of:

  • Nurturing and supporting parents' capacity to understand, and promote, the development, learning, behaviour and well-being of children and young people.
  • Implementing bespoke psychology informed interventions with parents, children and young people formulated with, and supervised by, the Educational Psychologists within the teams.
  • Encouraging positive interactions and secure relationships within families.
  • Managing own workload and maintaining up to date and confidential records of interventions, programmes and casework electronically and drafting reports, which summarise interventions, assessments and evaluations.

Delivering group parenting programmes in accordance with the needs of the service.


What We Are Looking For From You


The successful candidate will demonstrate:

  • Comprehensive knowledge of the developmental needs of infants, children and/or young people.
  • Enhanced experience of using your own knowledge, skills and judgement to plan, carry out and complete parenting interventions with families to implement change with a level of independence.
  • Enhanced awareness of the different approaches to parenting/enhancing positive relationships within families.
  • Able to work both independently and collaboratively as part of a team.
  • Able to set priorities and work to a time scale.
  • Culturally sensitive and aware of the diverse range of needs of families.

The post is temporary until 31stMarch 2024 subject to WG grant funding.

Internal candidates who wish to apply for this position on a secondment basis must obtain approval prior to application using Form SEC1 (4.C.081). Requests may only be approved by the relevant Director/ Assistant Director/ Chief Officer or senior nominated officer graded no lower than OM2 or in the case of schools based staff the Headteacher / Governing Body.

The post is 37 hours per week. We welcome applications from those wishing to work full or part time. This would ideally be worked the Monday – Friday working week, in order to provide home visits/online contacts to families. Some flexibility will be required in order to meet the needs of working families, who may require a visit in the early evening.

We offer hybrid working with team members working in office bases, at home and in the community when visiting families. We provide the necessary equipment to allow home-working.
