Department: Forensic Unit
Location: South East Region (can be flexible on base)
We are seeking a dynamic and motivated Detective Sergeant, or a Detective Constable suitably qualified to apply for promotion, to lead this new dynamic Digital Investigations and Intelligence team, which will be providing digital advice and tactical support to investigations into serious and organised crime across the South East Region.
You will supervise and be responsible for a team of DMI officers who will identify digital media opportunities and tactics to tackle and disrupt organised crime. You will oversee your team providing advice and guidance where required and making sure the team are fully trained and competent. You will be proactive in developing digital strategies and intelligence opportunities for proactive and reactive investigations and providing on site digital support and advice.
Applicants must have completed the CID Foundation course or successfully complete the ICIDP. A keen interest in digital investigation would be a benefit. It is not essential but desirable that a prior knowledge of Digital Forensics, WiFi, Vehicle Telematics, or previous experience as working as a DMI. If successful the individual will need to complete a number of technical training courses run by the College of Policing.
Please note that this role is part of a national, regional and local network and as a result you may be required to travel for business purposes mainly across the south east region and occasionally throughout the UK. Therefore, the successful candidate will require a full UK driving licence.
Due to the nature of our work, security is of paramount importance to us and therefore it will be necessary to pass and maintain vetting level SC. In order to achieve this, you must have resided in the UK for the past five years. Exemptions apply for overseas or other diplomatic service (with HM Government), and studying abroad.
Responsibilities
- Supervise the development of the DMI role and the service offered to proactively and reactively support investigations by identifying digital media opportunities to improve the quality of investigations.
- Supervise the development of digital strategy for investigations to reach objectives appropriate to the investigation.
- Supervise the development of digital intelligence and support, where appropriate, counter the threat and prosecute, safeguard or disrupt persons concerned in line with the 4 Ps framework to reduce the impact of organised crime and hold offenders to account. This includes raising awareness of intelligence development and submissions.
- Organise the unit to work within an ISO 17020 environment to carry out scene assessment and triage, examination of routers to identify hidden devices on a network. Maintain competency and proficiency of DMI through ongoing observations and review.
- Provide on scene advice and support in areas such as WiFi, vehicle telematics, cellular and RF knowledge, cloud acquisition, RAM capture and on scene device triage.
- Engage with, liaise and support key stakeholders such as Digital Forensics, CAB, SETSU to understand the work of these departments and how that impacts investigations.
- Engage with, liaise and support regional forces along with external agencies NCCU, NCA, businesses and academia to understand emerging digital developments that would support investigations alongside recognising potential threats they also present.
- Manage and coordinate the resources of the DII Team. To allocate DMI resources and provide support to spontaneous and critical incidents or operations as directed.
- Support SEROCU Investigations by offering appropriate advice, support, and recommendations on case referrals on digital matters.
- Conduct all responsibilities in adherence with all relevant legislation, codes of practice, standards, protocols, procedures and guidelines. Supervise the preparation and submission of case files including ongoing disclosure obligations. To be attentive to matters of welfare and discipline and to initiate appropriate responses so as to maintain high professional standards within the unit.
- Develop and maintain specialised digital knowledge through a training pathway to include attendance at CPD events and residential courses to keep abreast of digital threats and opportunities relevant to policing and law enforcement.
- Such other duties as to be determined from time to time by the Forensic Manager or Detective Chief Inspector.
Essential role based training
- Digital Media Investigator (if not already completed).
- College of Policing DMI programme.
- Training pathway of relevant courses/conferences such as Open Source, Cyber and Wifi. Some courses require travel and overnight accommodation.
- Membership to the ICDIP, Chartered Institute.
Required knowledge/skills
Essential
- PIP 2 Level Accreditation.
- Has successfully passed the Sergeants NPCC Exam.
- Proven investigative policing background and be able to demonstrate building evidential cases to a high standard.
- Able to demonstrate sound knowledge of CPIA, disclosure and practical application in the criminal justice system.
- Excellent communication and influencing skills.
- Ability to demonstrate creativity and ability to operate under pressure.
Desirable
- Experience working in the cyber and digital environment and knowledge of the practical challenges this presents.
- Digital Media Investigator.
