Job Description
Job Summary
Reporting to the Manager, GIS Services, the IT/GIS Data Analyst provides technical and administrative support in the maintenance, dissemination and ongoing enhancement of data assets (spatial/non-spatial) to support the Corporation, 9-1-1 and Emergency Response Operations in Niagara.
Education
- Post-secondary degree or College diploma in Computer Science/Engineering, Geomatics, Geographic Information Systems, or related field of study.
Knowledge
- Minimum of 3 years creating, editing and maintaining data in an SQL and/or ESRI environment
- Knowledge and experience working with data sources such as Municipal Property Assessment Corporation, Teranet, Statistics Canada, Land Information Ontario, etc.
- Experience with addressing and street-naming processes and standards
- Foundation in data quality assessment, maintenance and on-going program implementation
Responsibilities
Creates and/or maintains data assets (spatial/non-spatial) to support the Corporation, 9-1-1 and Emergency Response Operations in Niagara. (40% of time)
- Undertakes analysis and adjustment of GIS layers, including (but not limited to) single-line road network, addressing points/ranges, routing network and emergency service zones to facilitate the implementation and sustainability in accordance with applicable 9-1-1 standards and regulations.
- Responsible for updates, corrections, testing and quality of corporate data assets
- Provide support for the acquisition/capture, maintenance and dissemination of data ensuring adherence to Regional standards, strategies and governance
Establishes and undertakes processes/procedures for ensuring the quality and accuracy of data assets.(20% of time)
- Works with internal and/or external teams to implement and monitor quality control projects for data assets
- Investigates road and address data discrepancies with appropriate jurisdictions on behalf of 9-1-1stakeholder agencies, communicating back any findings and updating relevant datasets accordingly.
- Investigates data discrepancies with client-based data assets and ensures necessary adjustments are made to maintain a high quality
- Provides technical guidance and support to internal and external staff as required to ensure compliance with current and future data standards.
Provides service to customers requesting aerial photography, mapping and other data assets. (15% of time)
- Provides base mapping and data updates to 9-1-1 stakeholder agencies including Bel Canada, Niagara Regional Police Services, Niagara Emergency Medical Services and Municipal Fire Dispatch centres.
- Undertakes required data conversion and packaging for delivery to 9-1-1 stakeholder agencies.
- Prepares necessary data license agreements, processes payment for data requests and provides reports to manager on product sales.
- Responsible for completing, maintaining, updating all records associated with the dissemination of data to both internal and external customers and ensures deliveries are conducted in accordance with established standards, policies, procedures and service level agreements.
Identifies and evaluates new technologies and automation related to data maintenance and dissemination, 9-1-1 and dispatch operations. (15% of time)
- Identifies opportunities to optimize processes around maintenance, delivery, reconciliation and quality assurance/quality control of core and 9-1-1 data assets.
- Researches and develops standards for data assets (spatial, non-spatial, 9-1-1 related)
- Provides recommendations to external agencies regarding their standards for 9-1-1 spatial data, civic addressing and road-naming conventions.
Participates in and provides technical/analytical support to working groups and committees related to data, 9-1-1 and emergency response as required (e.g. Corporate Data Group, 9-1-1 Advisory Committee, 9-1-1 Data and Process Improvement Working Group, etc.). (10% of time)
- Assist in developing materials for information sessions and displays, training, team intranet site, outreach, and marketing in partnership with Corporate Communications.

This position is currently subject to working overtime and weekends.
