Compensation:

Position Summary:
The Human Resources position is located in Topeka, at the Eisenhower State Office Building, and is within the Bureau of Human Resources. This is professional work which involves gathering data, analyzing, and organizing deliverable reports. Work will include compiling, analyzing, and reporting data for decision making and management purposes. The suitable candidate will have general experience within the human resources field and competent computer science skills. Additionally, the HR analyst would help streamline HR processes. This position will also analyze wage and pay information across the agency to ensure a fair pay system. This position will also gather and track information for the teleworking program, is the OrgPub Administrator, and responsible for tracking work authorizations. Serves as the E-Verify Program Administrator and the record retention officer.
Job Responsibilities may include but are not limited to the following:
- Participates in analyzing and developing critical information to be shared with executive leadership on the strategic, top-level performance measures, other quality and productivity measures which have agency-wide implications and accountability. This is required to support and implement high-quality data-driven decision-making across the agency.
- Leads the creation and maintenance of user-friendly dashboards, analytic reports, and presentations.
- Requires an understanding of data availability, data source, and the ability to validate the data.
- Collaborate with key personnel at the agency in order to gather data, build reporting, or better understand key performance measures.
- Responsible for timely responses to inquiries for all state, federal, and agency required performance measures to internal and external stakeholders, which include other bureaus and divisions within KDOT particularly Fiscal and Asset Management and the Office of the Secretary, other state agencies, the FHWA, and other governmental entities, counties, state legislature, to mention a few.
- Conducts salary and wage comparisons across the agency to ensure fairness in rates and gives feedback to supervisors and/or senior leadership when appropriate.
- Plans, organizes, reviews, analyzes, and makes recommendations on general to complex classification requests. Performs analysis by a comparison of Position Descriptions (PDs), class specifications, agency manuals and other documents; onsite audits with employees and supervisors; also contacts other employers, surrounding states and state agencies for comparisons.
- Collects and maintains several data sets for division and agency leadership. Will report on these data sets when appropriate.
Qualifications:
Minimum Qualifications:
- 3+ years of experience working in the human resources field.
- 2+ years of experience with data analysis, preferably dealing with HR related data and decisions.
- Strong analytical and problem-solving skills
- Proficient with Microsoft Office Suite
- Capacity to apply discretion and maintain a high level of confidentiality when handling sensitive information.
- Ability to develop and manage interpersonal relationships at all levels of the agency.
- Excellent communication skills, both written and verbal.
- Education may be substituted for experience as determined relevant by the agency. Transcripts are required in order for education to be considered.
Preferred Qualifications:
- Bachelor’s degree in Human Resources Management, Business Administration, Industrial Psychology, or related field
- Human Resources Certification (SHRM-CP or SHRM-SCP)
- 2+ years of experience in human resources analytics
- Experience working with and creating dashboards using relevant data to support data driven decisions.
- Experience transferring data into reports and providing sound narratives to support the data for appropriate usage.
- Experience planning and managing numerous processes.
- Strong problem solving, quantitative and analytical abilities.
- Experience communicating complex data in a simple, actionable language.
- Experience working independently and with team members from different backgrounds.
