About Us:
We are a team of 10 people who manage day to day delivery of Connect Services and their interface with users of our products. The Connect radio system is an essential enabler for LUL to run a full train service and Connect transmission services are required for a multitude of essential operational and business requirements e.g. Long Line CCTV & Public Address, Telephony, Data Transfer, the Connect network comprises several different technologies at various stages of their product life maintained by our contractor: Thales.
Your role will be:
Working with internal stakeholders, including Connect Contract Performance Manager and the Connect contractor to devise an agreed, costed and funded Asset Management Strategy for Connect. The strategy must demonstrably achieve best value from existing assets and from future asset investments such that the radio and telecoms assets which form the Connect system and meet availability requirements over the required lifetime of the system at minimum whole life cost.
- Delivery of an Asset Management Strategy for all Connect Radio and Transmission Assets, taking into account the requirements of all significant stakeholders to ensure required asset reliability & longevity is at minimum cost.
- Working collaboratively to ensure the Connect Contractor’s Asset Management Strategies, Policies and Procedures underpins TfL’s financial plans to ensure the best services to the traveling public.
- Creation and modification of Asset Specific Plans in response to changing user requirements, or asset obsolescence; leading to approval of business cases for investment.
- Assessing and, as appropriate, modifying the Contractors asset renewal proposals to ensure that TfL achieve the most value possible from money spent on Connect assets.
- Managing the Connect Performance Engineer’s work in checking accuracy of the Contractor's Asset Records and their delivery of asset management activities.
- Chairing the TfL / Contractor, Asset Management Meeting as part of the contract management governance to record significant asset management decisions, actions to be carried out & escalation of non-resolved issues.
- Incident investigation to determine root cause, where this is likely to be asset-related; investigation would be followed by implementation of recommendations to improve asset reliability.
- Production of reports to explain the reasoning for choice of Asset Strategies to a wide ranging audience from Technical to Financial in order to gain agreement and funding for strategies devised.
Key Interfaces:
Technology & Data Senior Product Managers, Connect Operations Team, Head of Connect, Assurance Engineers, Technical Head Telecoms leading these stakeholders to converge on an agreed Connect Asset Strategy.
Connect Performance Engineer – directing their work as their Line Manager and supporting them by devising and amending asset plans in response to trends in asset performance.
Connect Contract Manager – arranging contract changes where asset plans will require this.
Connect Programme Manager & Sponsor – leading / assisting in funding justification papers.
Connect Contractor’s Asset Manager – shaping the contractor’s asset management plans, procedures and practices to support TfL’s Connect Asset Management Strategy.
Connect Contractor's Design Authority / Systems Engineering Manager - gaining key technical input into Asset Strategies
Skills
- Persuasive in working with multiple stakeholders to reach a consensus on how the Connect assets need to be developed
- Excellent presentation skills: written and verbal including chairing meetings, delivering presentations and writing reports on technical issues for a very wide ranging audience
- Ability to produce an Asset Management Strategy for radio and transmission assets Ability to review complex technical documents to determine best course of action
- Ability to lead, manage and develop a small team
- Ability to analytically compare several options with respect to asset management and determine the best course of action
- An in-depth understanding of how Asset Management Strategies are developed and how they provide maximum business benefits.
- Knowledge of Connect assets across radio and transmission and how these are used across TfL. In particular the technologies on which they rely, the stage within their product life cycle these technologies are at and emerging technologies which Connect may take advantage of.
- Knowledge of techniques to prolong asset life and situations under which this may provide best value to a business.
- Knowledge of how to produce whole life cost calculations and use these to provide business cases for asset investment.
- Developing asset management strategies for radio and transmission services ideally in a transport-related environment
- Providing justifications for investment within TfL including creation of costed options and of whole life costings
- Experience of working either within a contracting or client organisation or both in large radio & telecoms contracts
- Carrying out or managing activities to determine how well a contractor is managing assets on behalf of a customer Management and leadership of a small team and management of a contractor
