An exciting opportunity has become available with our prestigious client who is a prominent government department. The client is seeking an experienced Commercial Manager to join their welcoming team.
The Commercial Manager Role:
The DIO Commercial Disposals team leads on all Commercial activities required to support DIO Estates in the Disposal of surplus estate. The current Disposals portfolio is split into two key areas:
Area 1 is Major Programmes and consists of contracts with Development Partners who oversee the planning and development on our larger Disposal Sites. This area also has MOU’s with Other Government Departments and a number of other contracts to support these larger site disposals. The aim is to maximise sales receipts (estimated to be almost £2Bn) and to derive economic, environmental and social benefits from the developments.
Area 2 is the Defence Estate Optimisation Programme (DEOP). This programme was set up to review and rationalise the Defence Estate by disposing of sites declared surplus to requirements. This programme is estimated to generate £1.4Bn sales receipt. Also within this area are contracts to support routine Business as Usual Disposals. The Reserve Estate Optimisation Programme (REOP) is a new major programme to be supported in this business area.
This Assistant Head of Commercial post will be the Commercial Lead for Area 2.
There are currently 6 Strategic Contracts covering DEOP that have circa 70 sites going through a disposals process. 1 Strategic contract covering REOP and BAU sites for disposal. There are another 6 supporting contracts managed in this area. You will be responsible and accountable for ensuring the Contract Management is undertaken in line with the contract terms and compliant with Commercial Policies and Processes.
You will also be the Commercial Lead for several new contractual requirements including the retendering of the current 6 Strategic Contracts, Legal contracts, retendering of Cost and Quality Assurance contract. Retendering of EAuctions contract all which will need to be done in accordance with the department’s/Government Procurement Policies.
This will be a busy, hands-on role requiring you to manage multiple priorities and lead the team in dealing with different commercial challenges daily. The team is relatively inexperienced so the post holder will need to have significant Commercial experience in all areas of Commercial Contract Management and Sourcing. Post holder will need to demonstrate experience of leading Commercial Teams.
You will be required to work with senior commercial colleagues and DIO Estates Project Leads to enable the effective management of all commercial activity across your area of responsibility. The post holder will need to demonstrate depth of knowledge to be resilient when Commercial options and processes are challenged by stakeholders.
You will have Line Management responsibilities for 2 Senior Executive Officers (SEO) working in the Area 2 Commercial Team, one Full-time SEO based in Catterick and one Part-time SEO based in Andover. Overall there are 11 members of staff in the Area 2 Commercial Team spread across 6 different locations in Scotland and England.
The Commercial Manager Will Need:
- Tendering experience on high value, complex contracts
- Defence experience desirable
- Ability to manage an inexperienced group of staff members – Train/Coach
- Cost Controls – scrutinise the spending
- Tendering / Governance & Assurance
- Tendering experience is the most important aspect of the role.
