Lincolnshire County Council's Technical Services Partnership (TSP) has a rare opportunity available for a Highways focussed Asset Delivery Manager. This is a vital leadership position within the team that provides the County's highway design and specialist asset management functions. Lincolnshire has one of the most extensive highway networks in the country, with all the challenges that a mix of rural, urban and coastal assets brings.
About the role
Assisting in the overall direction, delivery and oversight of TSP, you will take senior responsibility for multiple teams, focussing on performance and quality, whilst driving innovation in effective design and specialist asset management. The role holder will provide technical expertise in their own area and be part of the wider Highway Leadership Team.
Through developing and maintaining strong, positive relationships with clients, colleagues, elected Members and partners across all service areas, you will contribute to a conscientious culture of proactive, future-focused service delivery, engaging our customers and modelling accountability.

TSP is the combination of Lincolnshire's Design Services and our professional services partner's (WSP's) Lincoln-based operation. This ground breaking partnership, which relies on co-location and integrated teams for its success, is integral to delivery of Lincolnshire's unprecedented capital programme. As well as road schemes, we deliver projects and asset management services for signs & lines, flood investigation and mitigation, drainage, traffic signals, street lighting and structures.

About you
Having already been a team manager and leader, you will also have experience of management and maintenance of at least one of the specialist highways asset types listed in the attached Job Description. You will be an Incorporated or Chartered Engineer, with a high degree of technical and professional competence.
You will work effectively as part of a team, collaboratively taking people with you through change, whilst building on people's strengths and supporting them to improve in areas of development.
You will demonstrate a passion for customer care, brilliant communication skills and an understanding of issues affecting all highway services, you will be able to play a key role in the delivery of services essential to sustain and grow Lincolnshire.
Although competence should be independently proven through professional qualifications, for the right candidate this could be achieved whilst in the role. This is considered an exceptional circumstance where a candidate does not fully meet the criteria for the post, we may appoint them to a single salary point, one point below the incremental grade minimum.
