Job summary

Do you want to develop your skills and knowledge and continue your education whilst undertaking high profile, impactful work that improves the lives of UK citizens? If so, then the Department for Levelling Up, Housing and Communities (DLUHC) can provide the ideal opportunity.

DLUHC has played an instrumental role in the Government’s response to the COVID-19 pandemic: by taking steps to protect thousands of rough sleepers: in shielding the most vulnerable in society: introducing a series of emergency measures to support people, places and sectors: and more. We have also made significant progress in delivering programmes for Government, such as driving forward planning reforms, and pressing ahead with our mission to deliver the homes the country needs.

Now, we’re looking to the future and the work we need to do to continue making a difference to the lives of people across the UK. We need to continue building and developing our workforce so that we can effectively deliver our priorities, which include:

Supporting communities to respond and recover from COVID-19

Getting more people onto the housing ladder and building safer, greener and more beautiful homes Delivering our mission to level up all parts of the country

Bringing about the biggest change in building safety for a generation Ending rough sleeping

About us

We are looking to welcome a new cohort of apprentices to work in policy, project delivery and business administration roles. No previous experience in these fields are required, nor do you have to have previous experience of working in the Civil Service. In fact, these roles will be ideal for anyone working in the Civil Service for the first time as the accompanying apprenticeship will help you develop the necessary skills, knowledge, and behaviours that you will need to perform effectively.

If you are a graduate this apprenticeship will not be suitable for you - please find further details under the Person Specification. Additionally, please note that candidates for this campaign will be appointed on merit order, according to the location to which you have applied and where roles are available

Apprenticeships

As one of our apprentices, you will be enrolled onto one of the following Apprenticeship schemes. Please click on the below links for further information:

  • Level 3 Business Administrator
  • Level 4 Policy Officer
  • Level 4 Associate Project Manager

The apprenticeship takes approximately 18-24 months to complete and during this time you’ll achieve the skills, knowledge, and behaviours necessary to work effectively in your role.

Preferences will be taken into account, but this will be subject to role availability and business demands. We are aware that some candidates will already hold one of the above qualifications, or equivalent, and therefore will not be eligible for a specific scheme. Where this is the case, we will endeavour to match you to one of the alternative programmes.

To manage your learning, 20% of your paid working hours will be dedicated to ‘off the job’ learning you apprenticeship for you to focus on your training and developing your skills. The apprenticeship training will be provided as a blend of online learning and virtual classroom tuition delivered by an Apprenticeship Training Provider. You will be given assignments throughout your apprenticeship and you will use examples from your job to provide evidence for them. You will have regular meetings with a Talent Coach from the apprenticeship training provider and with your Line Manager from your job to ensure you are on track and are supported.

Job description

What we are looking for:

We are looking for applicants who are interested in public services, learning how corporate functions help the organisation to succeed and are excited by learning how government policy is developed and implemented.

We are looking for people from any sector or background to play a key role in developing and delivering our Government’s policy.

We are looking for motivated, creative, and confident people who have a desire to make a difference and learn and develop themselves.

Policy Apprenticeship

The Policy apprenticeship will cover an introduction to UK Government and Parliament, an understanding of the key elements of policy making. Our work is to develop policies that will support the Government’s priorities. You will have the opportunity to work with other policy professionals to develop your policy skills.

Project Delivery Apprenticeship

The Project Delivery apprenticeship will explore different organisational structures, responsibilities and stakeholders and demonstrates the importance of project management planning and communication plans. This apprenticeship will cover the core skills in the project planning process from project definition to handover, as well as learning about budget management, cost control and how to support management objectives.

Business Administrator Apprenticeship

You will play a key role in delivering Ministerial priorities by supporting the development and delivery of key national policies, as well as providing high-class support in private office and corporate support roles. You'll take responsibility for providing accurate, concise advice, both orally and in writing. You will work with energy and pace to manage your own work and make real contribution to policy and corporate objectives. You will have the opportunity to engage with stakeholders across government and the public and private sectors to unblock barriers and develop new ideas and approaches for Ministers that will have a real-world impact.

Person specification

As this is a development role it is essential that you also meet the eligibility criteria to undertake this apprenticeship.

If you are a graduate, have any other qualification at Level 5 and above, or have a Level 4 qualification in the same or very similar subject to the apprenticeship you apply to, you will not be eligible to apply. Our apprenticeship campaign has been specifically designed to offer opportunities to non- graduates, to complement the various graduate programmes and other entry routes available on Civil Service Jobs.

If you are a graduate, we will not be able to consider your application. Our Graduate Fast Stream Programme or non-apprenticeship jobs on Civil Service Jobs may be more appropriate for you.

Please note that existing academic qualifications will need to be recorded as part of the application and onboarding process and declared to the Apprenticeship Training Provider during registration.

Selection process details

We are for everyone

At DLUHC we value diversity and inclusion and actively encourage and welcome applications from everyone, including those that are underrepresented in our workforce. We promote equality of opportunity in allaspects of employment and a working environment free from discrimination, harassment, bullying and victimisation.

We would strongly recommend that applicants get in touch with the vacancy manager to find out more information about this role.

We are for everyone

DLUHC want to bring in a diverse workforce at all levels.

Our application system is designed to remove as much bias as possible from the recruitment system – this means that a hiring manager does not know your name, your details, see your whole application in one go (or have your CV at review stage unless stated otherwise).

Your answers are randomised and chunked up. This means that each assessor views sets of responses to questions for example all candidates’ responses to ‘Seeing the Big Picture’ rather than seeing a candidate’s full application. The science behind this is that recruitment can be subject to ordering and fatigue effects and we want to reduce this as much as possible.

Most of our campaigns utilise multiple assessors and so it is possible that each of your answers would be viewed by different assessors.

When writing your application, remember:

  • The assessor won’t be reading your answers sequentially.
  • Do not assume that the same assessors will have read all of your answers.
  • If talking about something in your first answer, make sure that you write the second answer as if you had not written the first (and so on!)

At sift, we will be assessing

Behaviour 1 - Working together - Tell us about a time when you have completed a task and/or achieved an outcome by working effectively with others.

Behaviour 2 - Delivering at pace - Can you provide an example of where you have delivered a task to a short deadline?

Experience - What are your motivations for undertaking an apprenticeship?

There is a 250 word limit per question.

In the event that we receive a large number of applications, we may conduct an initial sift using the lead behaviour listed in the advert. Candidates who pass the initial sift may be progressed to a full sift, or progress straight to assessment/interview

The interview will be of a blended nature consisting of the following success profiles elements:

Behaviour

Experience

Strength

The strength based questions will require natural responses from the candidates.

Shortlisted candidates will be required to prepare a 5-minute presentation to test experience. Further details will be provided following sift stage.

In the full campaign we will test the below Success Profile Elements:

Behaviours: (Working together, Delivering at Pace)

Experience: yes

Strengths: yes

We do not consider direct CV applications to our Recruitment mailbox – you must apply for this role via the application link on Civil Service Jobs

Please note that near miss offers may be made at the lower grade to candidates who do not meet the grade criteria for this campaign.

EO salary

  • The salary for this role is £25,324 (National).

Internal Fraud Database

The Internal Fraud function of the Fraud, Error, Debt and Grants Function at the Cabinet Office processes details of civil servants who have been dismissed for committing internal fraud, or who would have been dismissed had they not resigned. The Cabinet Office receives the details from participating government organisations of civil servants who have been dismissed, or who would have been dismissed had they not resigned, for internal fraud. In instances such as this, civil servants are then banned for 5 years from further employment in the civil service. The Cabinet Office then processes this data and discloses a limited dataset back to DLUHC as a participating government organisations. DLUHC then carry out the pre employment checks so as to detect instances where known fraudsters are attempting to reapply for roles in the civil service. In this way, the policy is ensured and the repetition of internal fraud is prevented.
