Job summary
The post holder will be responsible for leading key workstreams ensuring preparedness for Government reforms to bring in producer responsibility to incentivise resource efficiency and waste reduction by businesses and drive improvements in the recycling from business, public and third sector premises in Wales.
In the 20 years since devolution the Welsh Government has invested over £1 billion in household recycling which has transformed Wales from a nation that recycled less than 5% of its municipal waste to reaching 65% in 2020-21 and resulted in annual carbon savings of over 400,000 per annum. The role focuses on the action needed to transform non-domestic recycling as we have for household waste, and also improve consistency across Wales in the way businesses and the public sector separate their wastes for recycling.
The role includes strategic engagement with Local Authorities, Welsh regulators, businesses, charities and public sector bodies and internal engagement across Welsh Government and with Ministers. Working to ensure those impacted by the reforms are effectively engaged and supported (where needed) to reduce waste, increase their recycling and use more recycled material, The post holder will also engage with other UK administrations, collaborating on joint action where it supports Welsh Government policy objectives and engaging with key delivery partners like WRAP Cymru.
The reforms are a key Programme for Government commitment and a crucial action on the climate and nature emergency, supporting Wales’ transition to a Circular Economy and to becoming a zero waste and net zero carbon nation by 2050. Successful implementation of the regulations being a significant decarbonisation action and a key commitment within Net Zero Wales.

Person specification
- Lead the implementation and preparedness strategy for the business, public and third sector recycling reforms, including researching and analysing issues, determining strategies and approaches for successful policy implementation.
- Lead external stakeholder engagement in order to identify sector specific issues that need to be considered and working closely with technical leads, legal services and experts to ensure that stakeholder feedback is fed into policy development and legal drafting of the recycling regulations and implementation support and communications activities.
- Lead WG engagement with Welsh regulators who will be required to undertake compliance monitoring and enforcement activity of the new non-domestic premises recycling regulations to co-develop workable and credible proposals that will translate into effective enforcement.
- In collaboration with the division’s LA relationship managers, lead WG engagement with the WLGA and Local Authorities to ensure they are fully aware, supported and taking appropriate responsibility and action to prepare for the reforms.
- Work closely with Welsh Government communications colleagues and delivery partners WRAP to steer the development of a nationwide communications campaign and the development of supporting materials (e.g. best practice case studies, downloadable assets (e.g. signage)) to ensure stakeholders are prepared for the implementation of the regulations.
- Engage with consultation responses and analysis to draw out key preparedness and implementation issues to inform implementation needs and strategy.
- Work flexibly to lead and contribute, as needed, to the development of impact assessments, briefings, explanatory memoranda etc needed to accompany the regulations as they pass through the Senedd.
- Represent the policy area and the organisation at external meetings or networks and become the expert in this policy area.
- Oversee the scoping and delivery of evidence studies and any pilots in relation to business, public and third sector recycling reforms and assess data and information, sometimes with high levels of uncertainty, to develop credible policy options and solutions.
- Work in complex and multifaceted areas, understanding the linkages which span a range of functions within and outside of government.
- Lead and project manage all aspects of the implementation and preparedness delivery for business, public and third sector recycling and wider EPR reform and engage effectively with the project and programme governance structures s, to ensure the project stays on track.
- Work closely with wider programme governance structures and delivery teams, escalating issues where appropriate and providing accurate and timely updates to the senior level project and programme board structures.
- Prepare briefing materials for Ministers to support regulatory scrutiny sessions by Senedd committees.
