Exciting opportunity to join a small Borough Council

Oadby and Wigston Borough Council, a small Borough of just 9 ½ square miles, covers the three towns of Oadby, Wigston and South Wigston. Our small size belies are intention to deliver big for our communities and to help support us do this, an opportunity has arisen in the Economic Development Team.

Our small size means we come together as officers to deliver work and can turn things around quickly. We have a can-do approach and are seeking an officer to join us with a similar mindset.

This role is to help us manage and deliver our UK Shared Prosperity Fund allocation over the period to March 2025. The role will work with other officers in the Economic Regeneration team to deliver a series of town centre projects across our three centres of Oadby, Wigston and South Wigston. The role will engage with businesses and partners, develop, manage and promote projects locally and ensure that they meet the requirements of the fund. This role is a key part of the team to make sure the Council delivers the Fund locally. In return we offer a new Council offices situated in a Country Park, a great environment to be creative, as well as flexible working. JOB CONTEXT:

1. To support the Economic Regeneration Team, working closely with the Town Centre Manager on town centre, visitor economy and night-time matters, delivering the UKSPF works in the Borough.

2. To develop and implement measures to enhance the visitor economy in the Borough, improving visitor numbers, working with and supporting the development of existing and new businesses.

3. Assisting with the delivery of the Economic Regeneration functions in accordance with corporate objectives, service delivery plans, performance management systems and approved budgets.

4. Work in line with the Council’s Vision and Values to promote a culture which aims to deliver a high standard of service by working together to exceed our customer expectations.

MAIN DUTIES ANDRESPONSIBILITIES:

To support the promotion of the Borough of Oadby and Wigston’s town centres and visitor destination locations by working closely with public, private and third sector partners to deliver new marketing campaigns, place-based initiatives and supporting the key businesses in the area.

Feed into marketing campaigns that encourage visitors to the Borough and the wider sub-region, supporting Marketing and Communications as well as external partners including the Leicester and Leicestershire Enterprise Partnership and Visit Leicester on aspects of such campaigns and products.

Support the delivery of the UKSPF Investment Plan, aiming to drive an increase in visitor footfall and spend within the Borough.

Ensure the accurate compilation, recording, analysis and distribution of performance reports, statistics and information to support reporting processes and to inform and shape the development of future projects to enhance the town centres and visitor economy.

To assist with assembling funding packages to deliver enhancements to the town centres and visitor attractions as well as support to businesses in the Borough, including the identification and input into applications in the form of grants, loans and other financial assistance.

To support the delivery of projects for externally-funded town centre and visitor economy projects, using project management techniques as appropriate.

Support and deputise for the Town Centre Manager, including for work with Elected Members and external partners, the preparation of reports and presentations and attendance at meetings as necessary.

Work closely with Council services and external partners to develop and manage:

The expansion, management and monitoring of the Council’s Public Wi-Fi system.

Delivery of Shop Front improvement grants and measures to improve the appearance and use of vacant retail units.

The organisation, delivery and monitoring of town centre events.

The development of a Bid Company.

Developing content and generating advertising revenue for town centre digital screens

Undertake visitor and business surveys.

Liaison with town centre, hospitality and leisure business.

Web content and promotion using the Council’s digital media platforms.

Contribute to cross-team and corporate working within the Council, supporting, collaborative projects and Service priorities where appropriate.

RESPONSIBILITY FOR RESOURCES:

1. The post holder will be required to ensure that any data systems under his/her control are kept secure and properly managed.

2. Maintain Team IT and paper databases and records and manage Economic Regeneration web content.

3. Manage data received from the public Wi-Fi systems ensuring compliance with GDPR.

KEY FUNCTIONAL LINKS WITH:

Internal: All employees and sections of the Council and Members.

External: Members of the Public, Leicester and Leicestershire Enterprise Partnership, Leicestershire County Council, Consultation Bodies, Other Local Authorities, town centre and other businesses, suppliers.

WORKING CONDITIONS & ENVIRONMENT

1. The post is situated within the Main Council Offices at Station Road, Wigston. However you may be required to work from other sites and places within the Borough where your professional attendance is required.

2. The post holder will be required to attend Committee meetings, which are usually held in the evenings.

Qualifications and Processional or Vocational qualifications

Essential

GCSE Grade ‘C’ or above in Maths and English (or equivalent)

Degree in a related discipline

Experience of working in Local Government

Desirable

Experience of working in economic development

Experience of working in a similar role

Relevant Experience and Knowledge

Essential

Good IT skills with a knowledge of a range of different computer packages e.g. Word, Excel and PowerPoint etc

Ability to demonstrate initiative

Demonstrable experience of working with a range of businesses

Sound understanding of community engagement to effectively liaise with businesses and stakeholders and the ability to apply this knowledge to the role

Desirable

Knowledge and experience of accessing external funding programmes

Maintaining knowledge of issues affecting Economic Development

Experience of town centres, events and/or visitor economy activities

Knowledge of project management techniques.
