Function:
Assist in the delivery of the Operational Telecoms SCADA projects, fault rectification and maintenance programs.
Job Purpose:
To participate in the day to day management of Operational Telecoms infrastructure. Ensuring all SCADA projects are designed and built to UKPN specification. Assisting with testing, commissioning of existing and new technologies and the development of innovative approaches for SCADA operation.
Dimensions:
Role Holder is responsible to the Senior Project Manager for the design, management and repair of UKPN SCADA equipment, forming part of a team of Technical specialists.
Definitions:
Although there is no requirement to hold a budget the DCD Project Engineer is accountable for the management of SCADA costs on behalf of the Senior Project Manager, ensuring all projects meet the company standards and delivery timescales.
Deliver against the business agreed SLA’s / KPI’s for all aspects of SCADA related business.
The post holder has the responsibility for Network Operations, Asset Management, Capital Programme, Connections and UKPN Services SCADA infrastructure design and construction
The post holder has a responsibility to ensure that the SCADA design meets the needs of the business in regards to the legacy and future products, and, also assists with innovative ideas to help improve Network reliability and CI’s and CML’s.
Principal Accountabilities:
Ensure that a high standard of safety management prevails throughout the areas of responsibility and that safety performance is maintained with parameters defined. Ensuring that staff are fully aware of all safety issues and adopt safety working procedures. Ensure that equipment used is compliant with the needs arising from health surveillance, sickness monitoring and site environmental controls.
Help deliver annual Ops Telecoms work programme in accordance with the network management plan, contributing to the development (and in some cases ownership) of appropriate strategies for the resolution of intractable technical issues.
Responsible for the investigation of Technical incidents, making recommendations to avoid reoccurrence and following through these recommendations to reduce network risk.
Participate in the use of innovative design solutions and be seen to be leading the application of developments in the Ops Telecoms fields. Provide leadership and balance in technical development and assessment of solutions to maintain reliability of new and innovative solutions introduced to the network.
Liaise with key suppliers on both the development of new products and the resolution of faults on existing plant and equipment.
Ensure the application of UK Power Networks disciplinary rules and code of conduct.
Ensure that a high level of customer service is achieved.
Ensure that procurement and contract management processes are adhered to and that control measures are complied with.
Plan, Consult and implement Technical Projects.
Collaborate with other departments in the implementation of projects requiring advice and expertise.
Knowledge, Skills, Qualifications & Experience:
In depth knowledge of Networks SCADA including familiarity with HV Switchgear & substation apparatus.
An able individual with good understanding of schematic and wiring diagrams to allow build or repair tasks to be carried out.
Competent to communicate effectively and able to train others in RTU testing and commissioning procedures.
Must be capable of recognising limitations in order to ask and receive advice from outside parties or manufacturers.
Will be required to hold competency certificate under UK Power Networks safety rules. Permitting entry into and work within substations unattended including operating on SCADA equipment.
To have a minimum competency of Authorised Person UG and OH 11kV
Experience of the HV & LV Network and its tele-control
Minimum academic qualification (or working towards) ONC or equivalent

New products are fully tested, and where appropriate, approved and deployed for use on the Network in a timely manner.

Ensure that reports produced are relevant and timely and support Management decision making.
Initiatives/recommendations enhance the service to the business and operation of the network.
Projects are implemented to quality, specification and time.
The business is found to be compliant with external legal requirements.
Advice is timely, correct and complete, and leads to quality business outcomes.
The DCD Telecoms Engineer often gets issued with a minimum amount of information regarding the extent or nature of any issues and this information could come from a variety of sources. The DCD Telecoms Engineer would need to consider the nature of the work, evaluate what needs to be done and ascertain whether he/she has the tools and expertise to undertake a job. Approximately 90% of the role requires the DCD Telecoms Engineer to act independently and use his/her judgement and expertise in the assessment of a situation.
