Job Duties

Job Duties and Responsibilities:

The Virginia Workers’ Compensation Commission is seeking a qualified, innovative team player to work as a Systems Analyst within the Project Management Office to support departmental needs across the Commission. The incumbent will collaborate with department managers and the IS team to develop technical and non-technical solutions to business needs by conducting in-depth analysis to develop requirements, user stories, acceptance criteria, use cases, and process maps. The incumbent will also perform data analysis to meet adjusting business/system needs in order to facilitate new business system development or modify existing software systems.

Additional responsibilities include collaborating with the Systems Analyst Supervisor and staff to establish and continually improve Project Management, Requirements Analysis, Quality Assurance, and Business Process Management standards for the Commission, researching any reported problems (Production Support), planning and proposing solutions to development and business teammates, coordinating the problem-solving process, and ensuring that business standards and requirements are met to fulfill requested enhancements or issue resolution. Must pass a criminal background check as a condition of employment.

VWC Compensation Structure

This position is classified as a pay grade 9 based on a 14 pay grade scale as part of VWC's compensation structure.

Telework Structure

Our agency is currently using a hybrid model for teleworking. Our positions at this time are not 100% teleworking. All candidates would be expected to report to our Headquarters/Regional Office as requested. Telework scheduling is at the discretion of the Manager based on the business needs of the department. Upon hire, candidates should expect to have all training and orientation conducted at the Headquarters Office.

Minimum Qualifications

  • Associates' or Bachelor's Degree in an IT field or the equivalent in training and/or experience
  • Significant experience collecting and documenting user and functional requirements in an IT environment
  • Experience creating user stories and acceptance criteria
  • Experience with multiple project management methodologies including waterfall and Agile
  • Experience defining and using business management best practices and requirements documentation
  • Experience drafting, executing and interpreting MS SQL Queries and results
  • Experience with Microsoft tools (Microsoft Visio, Microsoft Project, Microsoft Word, Microsoft Excel, Microsoft PowerPoint, Microsoft SharePoint), and SDLC tools (JIRA and Footprints)
  • Comprehensive working knowledge of requirements analysis, quality assurance, and business process management methodologies
  • Strong stakeholder engagement, organizational, and communication skills
  • Demonstrated ability to effectively manage people and resources
  • Demonstrated ability to identify, collect, organize, and present pertinent performance metrics to monitor and achieve organizational goals
  • Demonstrated ability to plan and execute detailed projects
  • Demonstrated ability to perform detailed, structured analysis of complex, technical issues, and to communicate findings in layman's terms to stakeholders
  • Proven ability to structure queries to retrieve data from a modeled database

Preferred Qualifications:

  • (IIBA) Certification of Competency in Business Analysis or (IIBA) Certified Business Analysis Professional or ITIL certificate
