Note: This a salary grade progression....the selectee can be selected at either NF4A or NF4B level based on his/her level of experience at the time of hire. However, the incumbent may progress non-competitively to the Supply Chain System Support Analyst position, NF-4B, upon the completion of qualification requirements and training; advancement is not permitted with less than 1 year in the current position.
Job Summary: Responsible for oversight and management of the merchandise information system database and user support programs.
Duties and Responsibilities:
- Provides support to merchandising systems end-users, including troubleshooting, system application testing, and training. Acts as liaison between merchandising and information technology (IT).
- Performs system and end-user testing in conjunction with IT under the direction of the Supply Chain Manager.
- Works with Supply Chain Supply Analyst to validate system enhancements and new version releases.
- Monitor and resolve requests from end users within an established timeframe as it relates to the merchandising systems. Partner with IT when necessary to identify and determine a resolution.
- Execute user acceptance testing in cooperation with IT.
- Partner with all team members, technical and functional, to meet company objectives. Maintain communication with team members and team leaders.
- Coordinate and manage projects as a representative of merchandising.
- Implement programs, plans, policies, and procedures related to merchandising business objectives.
- Partners with business users to drive and recommend process improvements.
- Ability to effectively use SQL queries for data analysis.
- Ability to effectively use Microsoft Access and Excel to design reports and troubleshoot system issues.
- Assist in the identification and resolution of Merchant and Stores' inquiries on system, price, and inventory issues.
- Identifying more efficient and productive methods to accomplish merchandising and procurement functions.
- Assist with the identification of system processes, issues, and opportunities to ensure department and company financial goals are met.
- Works with Supply Chain System Supply Analyst to coordinate training with appropriate divisions to ensure the full potential and benefits of the merchandising system are realized, including the computation and collection of recommended improvements.
- Works under the general supervision of a Supply Chain Systems Support Analyst. Operates independently within the framework of NEXCOM policies, procedures, and regulations. Exercises independent judgment and approach in routine and non-routine situations. Consults with the supervisor on such issues as policy matters, deviations from normal procedures, or unusual circumstances. Performance is evaluated on operational performance, skills evaluations, customer service, collaboration and teamwork, leadership, work quality, and established individual performance metrics.

The incumbent of this position must file a Financial Disclosure Report (OGE) Form 450, as required.
Requires a total of 5 years of combined experience as indicated below:
GENERAL EXPERIENCE: Three years of experience in administrative merchandising, technical or other responsible work, which enabled the applicant to gain knowledge of merchandising and procurement practices; skill in dealing with others in person-to-person work relationships; and the ability to exercise mature judgment.
OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE: One year of education above the high school level may be substituted for 9 months of experience, up to a maximum of a 4 year bachelor's degree for three years of general experience.
AND SPECIALIZED EXPERIENCE: Two years of progressively responsible experience, which provided background in retail merchandising and operation management; developing and administering open-to-buy; providing guidance in the selection of sources of supply; control of retail inventory levels; analyzing operating results; planning and developing sales promotions; maintenance of markdown management program; presenting information to groups of individuals in a business environment and development of training documentation/curriculum.
Incumbents' experience for consideration at the NF4B level requires:
