The Team

KPMG's Strategic Advisory Services (SAS) team needs an experienced Commercial Manager, with practical experience of shaping and executing competitions under PCR 2015, who wants to make the next step into a more strategic and advisory role, working with a range of clients.

The team works with central government (Departments and ALBs) on some of the biggest, most complex and pressing strategic commercial issues. Work typically involves identifying, creating, and delivering innovative commercial solutions, including designing new models for supply chains and competitions, to support complex programme and policy implementation.

The team supports clients across the whole of the programme and contracting lifecycles, with a focus on creating collaborative delivery supply-chains which redefine the interface between public and private sectors. The team typically works in infrastructure, services and mixed supply contracts, but not usually in construction, transport or defence (which are served by other teams).

Practitioners will have the opportunity to advise on commercial strategies, strategic and lotting options, competition design, commercial business cases and contract management approaches.

The Role
Managers perform a critical role in client delivery by shaping and managing workstreams, supporting business and proposition development and helping our team to grow and develop.

Key areas where Managers contribute to the team include:
  • Using practical experience and insight to assess client-developed commercial solutions
  • Designing procurement & commercial models, and presenting an informed understanding of strengths and weaknesses for options
  • Scoping, planning, and delivering client-facing workstreams and small engagements
  • Planning, conducting, and overseeing analysis of data and evidence
  • Developing solutions to complex problems and challenging the thinking of more senior colleagues and clients
  • Shaping, producing and reviewing client ready deliverables (slides, Word documents or Excel) that exceed expectations and require limited review
  • Building and maintaining a strong internal and external network
  • Providing timely feedback and coaching to other team members and contributing to personal development of the team
  • Participating in team activities

The Person
We are looking for applicants who display the following:
  • Practical procurement experience, on competitions carried out under PCR 2015 (or similar regulations), not necessarily in central government
  • The ability to identify and articulate insights from their procurement experience, and draw compelling parallels for clients
  • A broad interest in the government procurement space, in particular emerging contracting and supply chain models, and the Transforming Public Procurement Programme
  • An emerging understanding of the sector-wide issues facing the government and infrastructure sectors and/or large-scale procurements
  • Knowledge of the principles within the government's Sourcing Playbook and how they apply across the procurement lifecycle
  • High levels of drive, ambition, and able to lead work at high levels of intensity
  • Being comfortable handling ambiguity and changing client demands
  • Structured thinking skills combined with creativity
  • Ability to review and assess technical data and distil the key strategic insights
  • Excellent English written and oral communication skills
  • Professional qualification (or working towards one) or relevant postgraduate degrees welcome
