Under the direction of a Divisional Supervisor/Senior Librarian, responsible for direct and indirect supervision of professional and other library personnel when assigned to area of responsibility.

To achieve these goals, the Library provides: access to library materials and guidance in finding quality, trusted information, events for all ages to support life-long learning and early literacy, and school year and summer programs to promote a lifetime love of reading. The Library helps adults and children by offering access to hundreds of thousands of books, audiobooks, e-books and other materials. Thousands of patrons are reached through outreach activities to schools, homebound patrons, Roxbury Book Nook, and community events.

What We're Looking For:
The City of Beverly Hills is seeking an innovative, creative and dynamic Library Services Manager - Support Services to supervise and coordinate the operations for one or more service/program areas of the Library including Circulation, Technical Services and Technology. The position will coordinate assigned activities with other divisions, outside agencies, and the general public and provide highly responsible and complex staff support to the City Librarian. Candidates should have basic knowledge of technologies common in a public library environment and the ability to analyze and evaluate results related to programs and public services. The ideal candidate will have exceptional communication skills, both verbal and written, an ability to plan, organize, supervise. motivate, and evaluate the work of professional and clerical personnel and work effectively as part of a dynamic team. This position is under the direction of the City Librarian (Library Administrator).

Schedule and Hours:
Work will performed on-site. This is a non-teleworking position. Additionally, incumbents will be assigned to work one evening shift and 1 to 2 Saturdays per month.

Disaster Service Workers: All City of Beverly Hills employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

Major Duties

Plans, organizes and manages the programs and functions of a major division of the Library in either Public Services or Support Services. Develops, recommends, and manages the implementation of goals, objectives, policies, procedures and standards for professional library services. Supervises and evaluates the work of management, professional, technical and clerical staff.


  • Plans, organizes, coordinates and manages the operation and staff of a major library division in either Public Services (Reference, Children's, Fine Arts and Outreach) or Support Services (Circulation, Cataloging, Collections, and Periodicals).
  • Develops and manages the implementation of goals, objectives, policies, procedures and work standards for assigned division.
  • Reviews and analyzes library system and service level and makes recommendations for new programs and/or improvement to existing programs and services to meet the needs of the community.
  • Supervises the preparation and administration of the division budget and operational concerns. Reviews, prioritizes and approves program budgets that fall into the assigned division.
  • Develops proposals and oversees the administration of grant funded projects.
  • Plans and directs the work activities of staff including selecting, training, counseling, assigning, reviewing, evaluating work performance, allocating personnel, and recommending disciplinary action.
  • Conducts staff meetings. Confers with division staff to convey information, resolve problems; and review, discuss and clarify new and/or established policies and practices.
  • Establishes and maintains effective working relationship with Friends of the Library and other relevant charitable and community organizations.
  • Participates and represents the Library in meetings and professional organizations. Makes presentations at interdepartmental, interagency and at professional meetings.
  • Responds to inquiries and complaints which have not been resolved at a lower level.
  • May be assigned to manage and oversee the Library's automation program. Conducts research and makes recommendations for the application of new technology.
  • Keeps abreast of changes in technology and trends in public library operations and updates library policies and services, as appropriate.
  • Ensures that staff provides a high degree of customer service to both internal and external customers.
  • Performs related duties as assigned.

Minimum Qualifications

  • Master's degree in Library Science or Information Science from an American Library Association (ALA) accredited college or university.
  • Five years of increasingly responsible professional experience as a librarian which has included at least three years of supervisory experience.
  • Possession of a valid California driver's license.

  • Principles, practices and procedures of public library administration, objectives, organization, program planning and system development.
  • Principles and practices of library programs and services related to cataloging, reference and public service provision, collection development and maintenance, children's programming, youth services and library automation applications.
  • Criteria for the selection of library materials and equipment.
  • Library programs and services.
  • Principles and practices of effective management and supervision.
  • Budget development and management.
  • Report writing techniques and editing.
  • Program and project development, implementation and evaluation.
Ability to:
  • Plan, organize, and direct the activities of a major library division.
  • Develop and implement goals, objectives, policies and procedures.
  • Evaluate and develop book collections, electronic and other non-print materials.
  • Interpret and apply relevant policy, rules and regulations including Memoranda of Understanding (MOU).
  • Supervise, assign, review and evaluate the work of professional, technical and support staff.
  • Establish and maintain a work environment to enhance both employee morale and productivity.
  • Plan and develop approaches for staff development and training.
  • Develop and monitor a divisional budget and maintain fiscal control.
  • Prepare clear, accurate and complete correspondence and reports.
  • Represent the library effectively in meetings, including making presentations.
  • Establish and maintain effective and cooperative working relationships with staff, officials of public and private agencies, City Council, commissions, community groups,and the general public.
  • Provide effective customer service.
