Job description

a) Provide strategic leadership, operational management and direction in the delivery of the following services:
  • North multi-disciplinary team providing services to children and young people and adults of all ages with disabilities, and special educational needs (SEN) and/or disabilities (SEND), their families and carers. The team consists of staff providing social care to children and young people with disabilities, social care to adults with disabilities, and SEND monitoring and review to children and young people aged up to 25 years with education, health and care plans (EHCPs).
  • South multi-disciplinary team providing services to children and young people and adults of all ages with disabilities, and special educational needs (SEN) and/or disabilities (SEND), their families and carers. The team consists of staff providing social care to children and young people with disabilities, social care to adults with disabilities, and SEND monitoring and review to children and young people aged up to 25 years with education, health and care plans (EHCPs).
  • Children’s and adults social care functions across the Disability Service, liaising with the Chief Officer Children’s Services to maintain professional accountability for children’s social care; support the service to develop leading edge practice in response to the 2014 Care Act and Children & Families Act 2014 and related SEND Code of Practice.
b) Lead and champion a culture of strong partnership working across all disciplines, internal and external partners, and stakeholders, at strategic and operational levels, to deliver integrated support and key strategies for people of all ages with disabilities, their families and carers.

c) Place a strong emphasis on co-production to ensure the service is responsive and accountable to local people, and meets local needs, including involving children, young people and adults, families and carers.

d) Ensure that the service delivers effective working practices, good outcomes and high quality services, in line with all relevant legislation, statutory guidance and best practice.




Specific Accountabilities




a) Lead, manage and co-ordinate a defined service area with full operational responsibility and accountability.

b) Manage a service budget effectively, ensuring spending is within agreed limits and timescales, and implement medium term financial strategies effectively in the service area.

c) Contribute to the leadership of the change programme to develop the all age disability service, and manage service change to implement the change programme and achieve the Council’s overall strategic priorities, aims and objectives.

d) Contribute to the development of the Disability Service annual service plan, ensuring links to key Council plans, setting, monitoring and recording delivery against clearly defined objectives and outcomes.

e) Work with key partners to lead, develop, monitor and keep under review services within the defined service area.

f) Be responsible and accountable for resources, such as human resources and technological resources, in the defined service area.



g) Ensure the implementation of Council performance management processes, and delivery of professional development across the defined service area, including compliance with relevant policies and legislation.



h) Lead the implementation of action plans following statutory inspections, peer reviews and audits, ensuring that actions are completed within agreed timescales.

i) Ensure all staff are trained in and implement safeguarding working practices, and information governance processes.

j) Work with and advise commissioners on planning for and commissioning services, to ensure the right quality and range of services are available.

k) Address inequalities for the outcomes of children, young people and adults with disabilities, promoting access and inclusion, and building capacity, to enable them to access local resources.

l) Provide authoritative advice, challenge and support to social care settings in order to achieve improved access and inclusion of children, young people and adults with disabilities.

m) Work with the Head of Service to ensure there is a robust and efficient system of identifying and assessing needs from the early years onwards, that supports timely identification, joined up working, a tell it once approach and a focus on outcomes.

n) Promote the development of multi-disciplinary working and the development of skills and knowledge in disciplines other than the individual’s key discipline.
  • o) Support the Disability Service hub, to ensure the effective delivery of the duty service and integrated business support team.
p) Ensure that web based information relating to the service area, is regularly reviewed and updated.

q) Develop policy for service area, in line with best practice, relevant legislation and statutory guidance, and ensure it is implemented.

r) Represent the Head of Service, the Disability Service and the Council at internal and external events, as required.
