Around us the technical landscape is rapidly changing, with new innovative emerging technologies offering significant improvements to the way that HMRC works. These new technologies are changing the way customers engage with services and have moved customer expectation in terms of how they want to engage with HMRC services.

Our CDIO Architecture Office team are responsible for;

  • Strategic impacting of all Enterprise Level Change in HMRC that impacts CDIO’s accountabilities, to enable decision making in alignment with the IT strategy.
  • Enabling consistent, capability-based impacting of all business and IT change to ensure clarity of propositions.
  • Give senior leaders a clear picture of the impact of change and recommend where action is needed to get better clarity of requirements.
  • HMRC input into Cabinet Office defined controls on Digital and technology spend.
  • Ensure service design and the user are at the heart of all change.

Job description

This is a key role in CTDO and an exciting opportunity at a critical time as the Department delivers its commitments agreed with Government in the SR21 spending round and Transformation function in HMRC.

You will lead a team including Solution and Enterprise Architects and Business Analysts to ensure that changes are impacted against the Strategy and Roadmaps.

We are looking for someone who is flexible, self motivated, resilient and able to work with ambiguity, be an excellent stakeholder manager.

They will also have a keen eye for detail and a strong focus on quality.

This is an exciting opportunity suited to someone who is proactive and thrives on working to tight timescales with changing priorities.

Person specification

As a Performance Analyst you will be accountable for developing performance metrics - KPIs, goals, user needs, benefits - and analysing the performance of a service or product against these, adapting their approach and framework appropriately, and in line with any changes.

In this role, you will;

  • act as a trusted ambassador for CDIO striving to make us a trusted IT partner to the wider department.
  • be responsible for understanding, managing, and communicating to complex stakeholder groups, balancing priorities.
  • Leadership vision & objectives – cascade vision and translate into delivery objectives for the team.
  • work with CTDO teams to procure, implement and validate appropriate analytics tools against identified performance measurement frameworks.
  • source, collect and extract data that is accurate and fit for purpose, working with available tools to analyse data and use this analysis to create compelling. evidence-based and actionable data stories to share with stakeholders to drive decisions.
  • inform the iterative design of the service or product in order to ensure effectiveness, efficiency and accuracy.
  • make sure data and analysis is of high quality and accuracy, and work with a variety of qualitative and quantitative data.
  • be an ambassador for analytics and good data practices, supporting others to improve and interpret data and are included throughout the product and content life-cycles.
  • work as part of a team, where appropriate, on a specific project or in day-to-day continuous improvement activities.

Essential Criteria.

You will have proven experience of, and will be able to demonstrate;

  • understanding and helping teams to apply a range of techniques to analyse data and provide insight.
  • being proactive and presenting compelling findings that inform wider decisions.
  • Application of innovative approaches to resolve problems.
  • Turning complex data into compelling, clear and actionable communication messages and stories.
  • Sharing data communication skills with the team and across government. Presenting analysis and visualisations in clear ways to communicate complex messages.
  • Communicating negative and positive information to stakeholders, giving tactical and strategic recommendations.
  • Supporting the development of performance measurement frameworks by leading on the development of Key Performance Indicators (KPIs). You can demonstrate a deep understanding of business goals and can turn these into tangible performance measures.
  • Working with and challenging senior stakeholders. You can prioritise and mitigate constraints and can turn them into an advantage. You can adapt the approach according to constraints.
  • A deep understanding of the technical concepts required for the role and understand how they fit into the wider technical landscape. You can understand the limitations of digital technology.
  • Intelligently apply the data, information and insight to support and drive operational improvement.

Desirable Criteria;

  • Experience of working within a large and complex IT Estate.
  • A passion for continuous improvement for yourself, your team and the processes you own.
  • The ability to identify key facts to make informed decisions, often in a time pressured environment.
  • A collaborative approach.
  • The ability to work across organisational boundaries to identify, clarify and resolve problems.
  • Knowledge of Agile and other methodologies.
  • Technical skills on data management, Excel, PowerBI or other visualisation tools.
