Job description
These roles sit within the Marketing, Strategy & Insight, Brand Scotland and Internal Communications Unit which plays a critical role in the delivery of many of the Scottish Government’s outcomes.
Marketing work is delivered by various portfolio teams linked to specific policy directorates or audiences profiles. Teams are responsible for providing advice to Ministers and Directorates on how specific outcomes can be supported or achieved using marketing techniques.
The Brand Scotland team is responsible for Scotland’s nation Brand and work includes international audience marketing and wider communications activity to manage Scotland’s reputation abroad.
Teams are responsible for campaign creation, management and overall delivery of paid-for and/or engagement-led activity across multiple topic areas including (but not limited to) health, education, early years, economy, justice, net zero, safer communities and international affairs.
We are recruiting for Senior Marketing Manager posts across the Healthier, Safer, Net Zero portfolio teams and Brand Scotland, however successful candidates may be asked to work in other teams as required on a permanent or temporary basis depending on resource requirement.
The post is based in St Andrew’s House, Edinburgh. The Scottish Government is currently operating hybrid working arrangements.
Communications pay supplement
This post attracts a £3,000 Communications Pay Supplement, rising to £5,000 on completion of 12 months' successful service. This is paid in addition to your salary. Pay supplements are temporary payments designed to address recruitment and retention issues caused by market pressures and are subject to regular review.
- Ability to understand the needs of Policy and Ministers in order to recognise where marketing can be utilised as one of the levers to meet those needs and to devise effective marketing solutions.
- Excellent relationship management skills and experience in order to manage a range of partners and external marketing services agencies.
- Ability to understand audiences and write compelling marketing briefs.
- Have strong presentation skills with an ability to influence decision makers.
- Working closely with the Strategy & Insight Team, you will be expected to co-author marketing briefs (that are based on research insight, include SMART objectives and full evaluation plans to measure effectiveness) and drive the strategic direction of marketing campaigns.
- Excellent time and budget management skills.

Essential Criteria
1. Proven expertise in the management and execution of integrated social marketing (behaviour change) or high profile brand marketing campaigns, including experience of utilising research and insight to develop compelling marketing briefs, providing actionable critique and feedback on creative work, monitoring campaign performance and evaluation.
2. Experience of working across at least three of the following marketing disciplines: advertising (including broadcast), digital, CRM, field marketing, partnerships, PR and social media.
3. Ability to build and maintain constructive relationships with a range of partners (such as internal colleagues, external delivery stakeholders and marketing agencies), including the ability to effectively present marketing approaches and creative work.
4. Project management experience and expertise that includes effective financial and time management ensuring work is delivered on time and on budget.
Minimum Time in Post
It is expected that the successful candidate(s) would remain in post for three years, unless successful in achieving promotion to a higher band/grade.
