Job Summary
Taking a lead role as the commercial interface in the planning, implementation & delivery of all activities across a significant construction programme of new acquisitions & trading locations within UK & Europe. Working in a dynamic, fast paced Property team within a global retailer.
Alongside driving the development of the Commercial Construction team, the role will support the Head of Commercial Construction in creating the European roadmap aligning services across geographies.
Key Responsibilities
- Execute Construction tender strategy for UK & Europe in collaboration with business partners in Global Sourcing & Procurement ensuring all Construction programmes are suitably resourced. Carrying out due diligence to source financially robust contractors & suppliers who are an appropriate cultural fit to TJX
- Create pan European tender timelines for all activities within the programme, driving key milestone dates & actions to ensure all activities are concluded in time for project specific pre-construction activities. Flexing & re-prioritising dates & actions as the acquisition programmes progress. Communicating any potential programme risks to Construction AVPs & opportunities for mitigation
- Provide commercial input to tenders, producing tender lists from market knowledge & contacts, compiling prelims, frameworks & standard forms of contract
- Lead tender negotiations with authenticity & professionalism to build relationships & ongoing partnerships
- Carry out the evaluation & normalisation of tender returns, providing challenges & feedback to tenderers & benchmarking against TJX current & market rates. Collaborating with Global Sourcing & Procurement to negotiate appropriate value & framework terms
- Develop robust post contract administration processes & work with internal & external teams to execute
- Develop in depth knowledge in markets to ascertain future opportunities to help guide proposals to widen the contractor base, change the procurement strategy or bring improved value
- Identify opportunities to improve & standardise where possible schedule of rate templates to ensure clear use by contractors & tenders to be returned within an optimal time frame
- Collaborate with Store Design’s digital specialists to develop automation opportunities to improve efficiencies in cost management through Revit & using this to support tender analysis impacts on upcoming projects & autopricing from drawings
- Build cost models to develop feasibilities for new acquisitions, relocations & expansions using project data, market conditions & inflation forecasting alongside assumptions & exclusions
- Review the contingency built into packages & overall cost models & ensure allowances reflect the current & future market position
- Build cost models for new store concepts across Europe to diversify the Real Estate opportunities within existing geographies
- Build cost models to assess fixture & design initiatives. Overseeing & supporting the change management process, business partnering with stakeholders to provide evaluation of cost implications of any proposed changes & ascertaining the impact on project outturn costs
- Develop benchmarking analysis to illustrate impact of market driven & TJX driven change across financial years in individual & collective geographies & demonstrate future cost trends
- Drive the development of a pan European cost management structure to create consistency of reporting across all markets from creation of feasibilities, build up of bid summaries, variation approvals & outturn reporting
- Support projects & iniatives investigating opportunities to increase speed of fixtures to stores to support trading opportunities & drive improved sales into lower ROI stores with options appraisal analysis to allow appropriate decision making on future strategies
- Build and develop strong authentic relationships with key business partners within Property Acquisitions, Store Design, Facilities Management, Finance, & Store Operations across multiple geographies
- Lead, coach & develop a high performing team & actively support team development
Key Skills, Knowledge & Experience
- Significant cost management experience ideally within Retail fit out
- Qualifications & industry memberships preferable
- Experience of CostX, BIM 360 / BIM Collab Pro & Power BI preferable
- Highly numerate & confident with data with an ability to articulate cost analysis to a wide audience of differing knowledge levels
- Knowledge of JCT contracts prefereable
- Flexible, agile & able to prioritise
- Excellent negotiation & influencing skills
- Able to collaborate in an inclusive culture
- Confident networker & diplomatic communicator with an ability to build lasting relationships across geographies & functions
- Able to work under own initiative & time critical conditions
- Ability to travel within the UK & Europe
