About the Position:

Capital Programs and Facilities Management (CPFM) is committed to planning, developing, and maintaining a safe, sustainable, and high-quality learning and working environment for the campus community. Facilities Management provides oversight of university resources and assets and is responsible for the development of the University’s facilities including land use planning, capital improvement, project development, construction, as well as facilities operations and maintenance including custodial services, landscape services, building trade services, mechanical and electrical, and recycling services. We are seeking an exceptional individual to join our Environmental Health & Safety team as the Occupational Health & Safety Officer (Administrative Analyst/Specialist-Exempt II). The ideal candidate in this role should have a positive attitude and an active, energetic mind that is characterized by highly ethical practices and a commitment to diversity, openness, flexibility, integrity, and kindness.

Under the general direction of the Associate Director of Environmental Health and Safety (EHS) or designee, the incumbent is the Occupational Health and Safety Officer on record for the Campus. Responsible for planning, developing, implementing, and maintaining the various occupational safety and health programs necessary to ensure a safe and healthy environment for faculty, staff, students, and the general public. Conducts routine inspections, follow-up inspections, and complaint/incident investigations for the occupational safety and fire life safety programs to ensure compliance with applicable regulations and the public’s health and safety. Oversees occupational safety and health programs, including but not limited to, the Bloodborne Pathogen Program, Respiratory Protection Program, Hearing Conservation Program, Asbestos Safety Program, Fall Protection Program, Electrical Safety Program, Lockout Tagout Program, Medical Monitoring Program, Campus Ergonomic Program, Evacuation Chair Program, Personal Protective Equipment Program, and Job Hazard Analysis electronic library.

The incumbent utilizes federal, state, and local regulations to determine occupational safety and health compliance. Interacts, as needed, with state and federal regulatory personnel to maintain compliance with existing and new laws. Work requires regular participation in planning and development activities and, as required, independent determination of methods to meet programmatic or administrative goals. Provides consultation and expert advice to the campus community. Works closely with Workers’ Compensation to follow-up on campus incidents and recommend preventative measures. Assists other programs within the Environmental Health and Safety Department as needed. Other duties as assigned.


Essential Qualifications


Bachelor’s degree from an accredited four-year college or university and/or the equivalent training and administrative work experience involving the study, analysis, evaluation, development or improvement of administrative policies, procedures, practices or programs plus four years of related experience. Working knowledge of and the ability to apply standard theories, principles, practices, and techniques applicable to the program and/or administrative specialty to develop conclusions and make recommendations. Thorough knowledge of the policies, procedures, and outside regulations pertaining to the applicable program and/or administrative specialty. Working knowledge of operational and fiscal analysis and techniques. Ability to take initiative and plan, organize, coordinate, and perform work in various situations where numerous and diverse demands are involved. Skilled in the research, development, and evaluation of policies and programs. Ability to collect, evaluate, and interpret data to develop sound conclusions and make appropriate recommendations. Expertise in investigating and analyzing problems with broad administrative impact and implications. Ability to anticipate problems, address them proactively, and develop appropriate recommendations leading to solutions. Demonstrated ability to effectively interpret, organize, and present information and ideas in written or presentation form and use consultative and facilitation skills to gain consensus. Ability to train others on new skills and procedures and provide lead work direction. Proficiency in Microsoft Excel, Word, PowerPoint, Access, and Outlook. Ability to communicate clearly and effectively both orally and in writing. Ability to establish and maintain effective and cooperative working relationships with others.

CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.


Preferred Qualifications


Bachelor’s degree in a physical science, occupational safety, public health, or a closely related field. Minimum of three years’ experience in the environmental health and safety, risk management, industrial hygiene, or occupational safety field. Ability to work and make decisions independently or as a team, prioritize assignments, and organize and facilitate multiple projects and priorities simultaneously. Have a knowledge or ability to utilize various occupational safety instruments. Ability to conduct training or present safety information. Position requires the presentation of safety information or training to faculty, staff, and students in areas of environmental health, occupational health and safety, safety inspections, ergonomics, human factors, and other complex subjects. Associate Safety Professional (ASP) or Certified Safety Professional (CSP) certification or ability to obtain. Competent person level training in EHS topics such as fall protection, trenching, etc. preferred or will be provided.


License/Certifications


Valid California Driver's License is required. AHERA and Lead I/A Certifications for sampling of asbestos and lead preferred or will be provided. First Aid/CPR/AED instructor certification preferred or will be provided. 40-hour HAZWOPER training preferred or will be provided. OSHA 10-hour and/or OSHA 30-hour general industry certification preferred or will be provided.
