Clifton Hill School is a lively, friendly, successful school for students aged 11 to 19 with severe, profound and multiple learning difficulties, and autism. We are seeking to appoint an energetic, highly motivated School Business Manager to lead and manage all of the non-teaching operations of the school. This includes finance, human resources, site management, data and Health and Safety.
This post would suit an experienced SBM who is looking for a new challenge or an experienced School Finance or HR Officer who is ready to take the next step into a SBM role. We also welcome applications from those with extensive finance/HR knowledge from outside education who are keen to start their career as a School Business Manager. A full professional training and support package will be provided.
Clifton Hill is a Surrey maintained school with 85 students and a similar number of staff, who are committed to improving outcomes for our children and young people. The SBM leads a dedicated team including receptionist, finance officer, site manager and IT manager, who together ensure that our school community is well supported to achieve ambitious goals for our students. We have strong links with other Surrey special schools, providing a supportive peer network for the SBM.
Our ideal candidate would have the following:
- finance experience, including budget monitoring and budget setting
- recent HR experience including recruitment and use of a payroll bureau
- understanding of and commitment to safeguarding in education
- Health & Safety and site management skills
- a team player and strong leader, able to think and work at a strategic level
- excellent communication, discretion and people management skills

School Business Manager Job Description
JOB TITLE: School Business Manager
RESPONSIBLE TO: Headteacher
RESPONSIBLE FOR: Administrative, IT and Premises staff
CONTRACTUAL HOURS: 36 hours per week, 42 weeks per year (39 weeks plus 3 weeks during the holidays )
JOB PURPOSE
To lead and manage, effectively and efficiently, all of the non-teaching operations of the school. This includes finance, human resources, site management, data and health & safety.
To be an essential contributor to the planning, development and future direction of the school through the provision of sound advice to the Senior Management Team & the school’s Governing Body.
MAIN DUTIES
FINANCIAL MANAGEMENT
- Act as financial adviser to the Headteacher, Leadership Team and Governors on all financial matters.
- Attend all Full Governing Body meetings.
- Prepare annual & longer term budgets, so that the financial resources of the school are maximised and the priorities identified in the School Development Plan are addressed, within the limits of available funds.
- Prepare regular financial monitoring statements and reports for the Headteacher and Governors.
- Use the agreed budget to actively monitor and control expenditure to achieve value for money and ensure budgetary control.
- Prepare financial appraisals of particular projects and seek necessary funding where appropriate.
- Maintain Finance Management Standards appropriate to the school in order to ensure the school meets and maintains the Schools Financial Value Standard.
- Maintain a thorough system of internal financial controls.
- Make day to day decisions within the budget headings and act as first point of contact on financial procedures.
- Responsible for liaising with Surrey County Council regarding delegated budgets and audit.
- Supervise the administration of the unofficial accounts.
- Maintain systems and checks in line with audit requirements.
FINANCIAL ADMINISTRATION
- Ensure that SCC regulations are fully complied with.
- Supervise the maintenance of all school accounts, including student-led funding, capital, petty cash and School Fund.
- On a monthly basis and at year end, prepare and submit financial returns in line with the requirements of Surrey County Council and ensure that the school’s local accounting system is reconciled to bank and Surrey County Council records.
- Supervise the proper collection, reconciliation and banking of income for all funds.
- Monitor and inform the Headteacher and budget holders of overspends and underspends.
SUPPLIES AND REQUISITIONS
- Organise and supervise procedures for all supplies and services ensuring best value.
- Oversee the financial administration for ordering, delivery and payment of invoices.
- Negotiate contracts for services.
- Maintain systems and checks in line with audit requirements.
HUMAN RESOURCE MANAGEMENT
- Advise the Headteacher and Governors on changes in employment regulations and implications of the changes.
- Manage staff appointment procedures following Safer Recruitment, prepare advertisements and process applications. Arrange for references to be submitted to the Headteacher.
- Prepare all pre-employment checks including medical and enhanced DBS clearance.
- Participate in the selection of designated support staff.
- Prepare and issue contracts of employment and all other documentation.
- Maintain appropriate personnel records.
- Maintain up-to-date Single Central List and ensure all safeguarding requirements are met.
- Prepare the monthly service return and submit to payroll bureau by the due date using agreed practices.
- Ensure that the SIMS personnel database is maintained with current staff details.
- Act as first point of contact for staff with payroll queries.
FACILITIES MANAGEMENT
- Ensure that regular checks of buildings and grounds are undertaken and recommend on necessary maintenance and repair of buildings, furniture and fittings in collaboration with Headteacher and Site Manager.
- Order and supervise authorised repairs in conjunction with the Site Manager.
- Ensure the adequacy and maintenance of all fixed and portable appliances including fire alarms, security alarms and fire fighting equipment.
- To be responsible for the management of external contracts eg cleaning, and monitoring and reviewing the quality of service and value for money received.
- To have responsibility for all capital projects within the school.
- Maintain financial records on the expenditure of Devolved capital funds.
- Act as Health and Safety Co-ordinator for the school, being aware of regulations and seeking advice as necessary. Manage the Health and Safety policy in the school, resolving issues where appropriate and reporting on issues to the Headteacher and Governors to ensure a safe and secure environment for staff, pupils and visitors.
- Maintain risk assessments for the office area and school premises.
- Produce and maintain the school’s Emergency Plan, ensuring that packs are up-to-date and County informed.
- Liaise with Site Manager to produce normal and emergency procedures for hydrotherapy pool.
The post holder will receive general direction from the Headteacher. However there will be a high level of personal responsibility for the day to day delivery of the school’s administrative and financial requirements and the post holder will be expected to use initiative to anticipate requirements, prioritise and deal with situations as they arise.
Staff supervised by the post holder have allocated duties but will require monitoring, advice and training.
