Performs a variety of specialized clerical and administrative office and field duties in support of environmental, health, and safety (EHS) programs and emergency preparedness work activities in the Public Works Agency, including the Water Resources Division.

Essential Functions Include But Are Not Limited To

  • Assists with the implementation and administration of safety programs and operations, including the Work Hazard Observation Program and Safety Champion Program; completes assigned EHS and emergency preparedness projects and work activities.
  • Assists in the development and updating of Job Hazard Analysis (JHA); assists in performing JHA in a variety of settings.
  • Researches local, state, and federal EHS regulations and requirements, including those from OSHA and Cal/OSHA; communicates findings to ensure compliance.
  • Specifies and procures personal protective equipment (PPE) and other safety supplies; and ensures new hires are supplied with and properly maintain PPE and safety supplies.
  • Ensures chemicals are approved by Risk Management Division of the Human Resources Department; assists in maintaining Public Works Agency chemical inventories.
  • Assists in preparing, scheduling, and presenting required health and safety training and safety meetings, including safety tailgate meetings; helps facilitate Public Works Agency new hire safety orientation; and coordinates employee online driver training with the Risk Management Division of the Human Resources Department.
  • Visits field staff to ensure compliance with safety protocols; stops unsafe behavior; provides safety feedback and addresses safety concerns with employees, supervisors, and management staff in a timely manner; and communicates incidents to the Safety Coordinator.
  • Conducts periodic facility and field site safety inspections; addresses unsafe working conditions; records and communicates findings and recommendations; and follows-up to ensure preventative and required actions have been completed.
  • Assists in conducting periodic inspection of safety and emergency equipment, including first aid cabinets, fire extinguishers, fire doors, ladders, hand sanitizer stations, eye wash and shower stations, automated external defibrillator (AED) units, evacuation kits, and other safety equipment.
  • Assists in planning and organizing Public Works Agency safety special events.
  • Maintains, monitors, and tracks various safety logs and records, including EHS inspections and training records.
  • Requests and coordinates employee ergonomic evaluations, and tracks and assists with the receipt and return of ergonomic equipment and supplies with the Risk Management Division of the Human Resources Department.
  • Gathers and tracks safety data; assists in identifying safety opportunities for improvement and making recommendations.
  • Drafts written safety related documents and correspondence; assists in developing and distributing Public Works Agency safety newsletters.
  • Assists in updating health and safety bulletin boards and required local, state, and federal posters.
  • Performs other duties as assigned.

Minimum Qualifications

One (1) year of professional work experience in workplace environmental, health, and safety administration and/or emergency preparedness. Equivalent to the completion of high school, supplemented by college level coursework in risk management, safety management, industrial engineering, safety engineering, occupational health, business administration, public administration, or a related field. Minimum qualifications may be met via an equivalent combination of experience and education sufficient to perform the essential job functions. Experience and education must provide the knowledge, skills, and abilities listed below.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of: Principles and practices of environmental health and safety requirements, regulations and programs; pertinent federal, state, and local public sector laws, codes, and regulations, including those from Cal/OSHA and the United States Environmental Protection Agency (EPA); program administration; research methods and techniques; basic principles of mathematics; principles and practices of data collection, business letter writing, and report preparation; proper English usage, grammar, and punctuation; principles of communication and public speaking; word processing methods, techniques, and programs; record management practices and procedures; and safety practices and procedures; safe driving principles and practices.

Skill in: The use of personal computers and business software applications, including Microsoft Word, Outlook, and Excel; the operation of modern office equipment; and interacting with others in a professional manner.

Ability to: Perform a variety of safety assignments; understand, interpret, and apply Citywide and departmental codes, policies, and procedures, and applicable federal, state, and local policies, laws, and regulations; prepare and track training; develop and disseminate information and materials; collect and compile data; assist in conducting research and make recommendations; perform basic arithmetic accurately; prepare clear and concise technical reports, correspondence, and other written materials; make oral presentations; communicate tactfully, clearly, and concisely, both orally and in writing; make sound decisions within established policy and procedural guidelines; follow written and oral directions appropriately; perform work effectively without close supervision; plan, organize, and prioritize a variety of work; maintain appropriate, accurate, and effective recordkeeping; and establish and maintain effective working relationships with other City employees, consultants, other government and non-government representatives, the public, and those contacted in the scope of work.

SPECIAL REQUIREMENTS

Possession and retention of a valid California Class “C” Driver’s License is a condition of continued employment in this job classification.

Possession and retention of valid cardiopulmonary resuscitation (CPR) certification is required within one year of employment in this job classification.

Possession and retention of valid first aid certification is required within one year of employment in this job classification.

Must be willing and able to work evenings, nights, weekends, and holidays, as needed.

HIGHLY DESIRABLE

Bachelor’s degree from an accredited college or university with major coursework in risk management, safety management, industrial engineering, safety engineering, occupational health, business administration, public administration, or a related field is highly desirable.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the Public Works Agency management and supervisory staff.

This is a non-supervisory position.

WORKING CONDITIONS

Environmental Conditions: Work is generally performed in standard office, field, and construction settings. Frequent travel to different sites is required. Works on various types of surfaces, including slippery or uneven surfaces and rough terrain. Incumbents are exposed to excessive heat and cold, smoke, loud and noisy conditions, indoor/outdoor lighting, treated water, untreated water, dirt, dust, wind/pollen, and variable weather conditions.

Physical Conditions: Primary functions require sufficient physical ability and mobility to work in office, field, and construction settings; work around mechanical hazards, running machinery, and/or heavy equipment; operate vehicles; climb stairs and ladders; occasionally reach, bend, stoop, squat, kneel, twist, run, jump, and climb; frequently stand and walk; and continuously sit; operate office equipment requiring repetitive hand movement and fine coordination, including the use of a computer keyboard and/or hand tools; utilize smell, sight, hearing, speaking, reading, writing, and math; lift and carry up to forty (40) pounds; and push and pull up light to moderate amounts of weight.
