JOB TITLE: RIG MANAGER


KEY RESPONSIBILITIES:

  • Overall responsibility for the budgetary planning and control of the ISP.
  • Overall responsibility for purchase approval of all maintenance, parts, equipment, services and consumables except food stuff.
  • Overall responsibility for recommendation for purchase approval of all parts, equipment and services out with his / her own budgetary limit.
  • Overall responsibility for highlighting all costs which may be reimbursable from the client including the supply of pertinent back-up.
  • Overall responsibility for ensuring the client is kept abreast of all matters which may affect their schedule of work with the ISP.
  • Operational focal point with the client and their third parties.
  • Overall responsibility for the selection and day to day management of all onshore personnel on the ISP project.
  • Overall responsibility in the selection and day to day management of OIMs and all marine personnel for the ISP.

The safe, efficient and effective operation of the installation.

  • Ensure the ISP and all associated equipment and systems are maintained in class.
  • Daily contact to be made with the Offshore Installation Manager (OIM) throughout the working week in order to maintain appreciation of the status of all systems.
  • Ensure senior management is kept abreast of all critical/ potentially critical changes or influences associated with or affecting the ISP, whether budgetary, break-down, repair or maintenance.
  • Ensure the client is kept abreast of all critical / potentially critical changes or influences associated with or affecting the ISP, whether operational, manning, break-down, repair or maintenance.
  • Overall responsibility for ensuring engineering changes and queries from the client are actioned in a professional and timely manner.
  • Overall responsibility for approval of expenses, leave encashments and overtime.
  • Overall responsibility to ensure the Performance Review process is completed and followed for all personnel on and offshore for the ISP project.

Health, Safety and Environmental: -

  • Ensure the safety management system is in place and working satisfactorily.
  • Ensure crew competence is of a sufficient standard to safely undertake the range of activities.
  • Provide leadership and visible senior management commitment to health, safety and environmental protection.
  • Liaise closely with client(s) and look for opportunities to add quality to the operation.
  • Ensure all aspects of the ISP Safety Case are taken into consideration at all times.
  • Ensure the Verification Scheme of the ISP is referred to and used at all times.
  • Assign responsibilities to all personnel with direct responsibility for HS&E issues on the ISP.
  • Ensure HS&E issues are addressed during all phases of work on the ISP.
  • Ensure an ISP HSEQ Plan is prepared, followed and maintained.
  • Manage in good time the revision of project documentation, including the ISP Safety Case, Verification Scheme, Operations and Procedures Manual, Safety Manual and Emergency Response Plan.
  • Ensure a system is in place to record and keep for future reference all changes which could affect the Safety Case and/or Verification Scheme.
  • Ensure Synergi issues from the ISP are actioned and closed out.
  • Ensure safety concerns of the project personnel both on and offshore are actioned and closed out.
  • Ensure the client is kept informed on any aspect which may affect the Combined Safety Case and/or Combined Verification Scheme.
  • Is a focal point with the Classification Society for the ISP – in this case, American Bureau of Shipping (ABS).

Work Management:-

  • Delegates responsibility for the safe keeping and update of all engineering records, reports, databases and filing systems to the Operations Engineer.
  • Maintaining awareness, delegates to the Operations Engineer responsibility for ensuring all maintenance aspects of the ISP are carried out in a timely manner and pre-planning of all major repairs and maintenance.
  • Maintaining awareness, delegates to the Operations Engineer responsibility to ensure continuous planning and reporting during all major repairs and maintenance.
  • Maintaining awareness, delegates to the Operations Engineer responsibility for overseeing all major repairs and maintenance of the ISP and Planned Maintenance (MP2) system for the ISP.
  • Maintaining awareness, delegates to the Operations Engineer responsibility for the selection of third parties for maintenance aspects on the ISP.
  • Maintaining awareness, delegates to the Operations Engineer responsibility for the control and time approval of all third parties associated with maintenance.

Behaviours:-

  • Responsible for highlighting to the Operations Manager Eni (Liverpool Bay Contract) any omissions, errors and potential improvements with regards to systems and processes in which he / she is involved.
  • Responsible for carrying out the appraisal process with both offshore and onshore engineering personnel. This includes monitoring their performance, development and conduct, and addressing poor or unacceptable performance by this team so that individuals understand the performance standards expected.

ESSENTIAL QUALIFICATIONS AND SKILLS:

  • Department of Transport Certificate of Competency as a Chief Engineer Class 1 Motor or Master Mariner (Class 1).
  • Must have an in depth understanding of the ISM code and ensure that the ISP operation maintains compliance with this code.
  • Basic Offshore Safety Induction and Emergency Training course.
  • OGUK and ENG.1 offshore medicals.
  • Minimum years of experience in the role of Chief Engineer or Master on a ship, mobile offshore unit or installation.
  • Minimum years of experience as Engineering Superintendent / Marine Manager with a shipping company or as a Manager in ship construction or repair.
  • Exposure to the offshore industry would be an advantage and in particular to MODUs or jack-ups.
  • Good understanding of legislation appertaining to the classification of ships.
  • Good understanding of safety cases and verification schemes for offshore installations.
  • Awareness and appreciation of PFEER, DCR, COSHH and LOLER regulations.
  • Experience of fully automated machinery and electronically controlled systems.
  • Experience of computerized planned maintenance systems.
  • Good understanding of Risk Assessment and Permit to Work systems.
  • STOP and/or Synergi awareness.
  • Company familiarization and induction training covering operations, safety, QA/QC and protection of the environment.
  • Computer literacy, proficient in 'Word', 'Excel' and 'MS Project'.
  • Should hold valid, clean driving license.
