The Resourcing Hub is a Centre of Expertise in HR, providing a range of services to help managers attract, source and hire the best talent. We are a highly motivated team that offers a one stop shop for hiring managers, working closely with stakeholders and delivery partners, collaboratively managing recruitment campaigns within the UK and overseas. This includes the full recruitment and onboarding experience which delivers over 2 global hires per annum across some of the most diverse sectors across government.
We currently have two roles on offer; Resourcing Operations Manager, and Digital, Data and Technology (DDaT) Resourcing Manager. In your application form please state which role you are applying for.
Being passionate about looking after our customers is a critical part of both of these jobs. In both roles, you’ll be responsible for leading a team of approximately 4-9 Resourcing Advisors, building capability, and ensuring that the Department’s resourcing services are delivered to a high standard. You’ll also ensure policies and processes are understood and accessible to all UK users, as well as providing expert advice and guidance. You will have enthusiasm for recruiting the best talent into our roles and an ambition to improve your knowledge, skills, and expertise. You’ll need to be able to structure your own day to meet targets as well as managing the team’s targets and workload, and be a strong communicator who is able to manage stakeholders.
Whilst the Resourcing Operations Manager role covers a broad spectrum of roles and professions, the DDaT Resourcing Manager role will require an in-depth knowledge of the DDaT profession, to best support this high-profile business area.
This role is available in two UK locations, including central London and Darlington’s new economic hub. This role can only be worked from within the UK and not overseas. Most DBT employees will be working a hybrid pattern, spending 2-3 days a week (pro rata) in the office on average. Changes to these working arrangements are available in certain circumstances but must be agreed with the vacancy manager and in line with the requirements of the role. Travel to your primary office location will not be paid for by DBT, but costs for travel to an office which is not your main location will be covered.
For this role, the Department will not consider sponsoring a visa or issuing a Certificate of Sponsorship. Please note we are unable to offer advice on any Visa and Immigration cases.
Line Management Responsibilities
4 EO Resourcing Advisors for the DDaT Resourcing Manager role- 6-9 EO Resourcing Advisors for the Resourcing Operations Manager role
- Responsible for the day-to-day management of the Resourcing Operations team for UK recruitment and onboarding, setting work priorities, creating clear plans and managing the team’s workload.
- Develop and coach the team to provide a centre of excellence and build capability, in turn building hiring manager capability across the DDaT/department and ensuring guidance is regularly updated. Manage poor performance and support personal development plans
- Management of the team’s shared mailboxes and trackers, ensuring first line responses to all stakeholders are delivered in accordance with, or ahead of, the team’s Service Level Agreement (SLA)
- Strategically manage and mitigate risks before they happen, acting as first point of escalation for complaints and flagging to the Senior Management Team where necessary
- Production and analysis of recruitment data to forecast workload and forward-plan
- Responsibility for compliance with the Civil Service Commission’s Recruitment Principles, Civil Service Nationality Rules and Right to Work legislation
- Lead on continuous improvement project work. For DDaT, this will be to increase successful recruitment into a challenging labour market, focusing on the development of innovative methods to attract and retain talented candidates, whereas for the rest of the Department, this focus would be more on process improvements and empowerment of Hiring Managers.
- Work collaboratively with the Resourcing Account Managers and with internal and external stakeholders, including HR Business Partners, DBT Security, Government Recruitment Service (GRS), DBT’s , the relevant Heads of Profession (specifically DDaT Head of Profession) and other Government Departments to achieve shared goals and objectives.
Essential Skills and Experience
You will need to have demonstrable skills and experience of:
- Using a pragmatic and solution-oriented approach to problem solving
- Being self-motivated within a high-pressure environment, being able to work to set own and team’s work agenda to meet agreed timings and quality standards
- Delivering great customer service, with strong stakeholder management skills
- For the Resourcing Operations role, experience of managing a team, including training, development and coaching of staff is essential
- For the DDaT role, experience of working within a digital and/or tech recruitment environment is essential
Desirable Skills and Experience
It not necessary but would be ideal if you have:
- Experience of collating, analysing and reporting of data

Reserve list
Appointments may be made to candidates in merit order based on location preferences. Candidates who pass the bar at interview but are not the highest scoring will be held on a 12-month reserve list for future appointments. Candidates who are judged to be a near miss at interview may be offered a post at the grade below the one advertised.
