Job summary
This recruitment is for an SEO (C1) position, working with a newly established Air Support sub-Portfolio Management Office (sub-PfMO) which sits within the Air Command Chief of Staff Support (COS Support) functional area at Headquarters Air Command. Effective Support is vital to Royal Air Force output and comprises a wide range of maintenance and logistics activity across aircraft types and Force Elements. This new position will champion performance and risk management for Support across Air Command; it will provide briefings and secretariat functions for Support Governance Forums, liaising closely with key stakeholders across Air Command and the Defence Support organization, so proven communication skills are essential.

This post offers the opportunity for some work to be delivered remotely as approved by Line Management/Chain of Command and in accordance with Head Office guidance.
We are based at Headquarters Air Command at RAF High Wycombe; an attractive place to work, located in the village of Walters Ash. There are good public transport links with regular bus services to/from Aylesbury and High Wycombe as well as free car parking on site.
This position is currently eligible for a £2000 per year Recruiting and Retention Allowance in addition to the salary listed.

Job description
Air Command is creating a sub-PfMO to improve management of the Support function, which comprises logistics, engineering and maintenance activities, and which takes place not only within the COS Support area of responsibility but also more broadly across the whole of the Royal Air Force. In order to monitor, manage and optimise the performance of support in Air, COS Spt has embraced the concept of Performance Excellence. Performance Excellence uses a bespoke performance dashboard to highlight areas of support under-performance via a set of strategic key performance indicators (KPIs). These KPIs inform discussion in the quarterly Air Support Performance Board, for which the successful candidate will provide full secretariat services. Areas of under-performance are analysed in depth through continuous improvement projects, which are initiated and monitored by the successful candidate, with options for resolution presented to the Air Support Performance Board.
The successful candidate will lead all aspects of Performance Excellence detailed in the responsibilities listed below. This will involve working in close cooperation with the Defence Support Performance Excellence Team who manage the Chief of Defence Logistics Support's Performance Excellence Dashboard, with specialist staffs within HQ Air Command down to the subject matter experts who provide the data that feeds the Air Support Performance Excellence Dashboard's KPIs. The successful candidate will also provide the Air point of contact for the Defence Support Risk, Assurance and Performance (RAP) Team, acting as the pivot to coordinate Air input to RAP initiatives and making recommendations for implementation of RAP within Air. Performance Excellence is a new concept within Defence, so the successful candidate will have considerable latitude to shape the development of Performance Excellence in Air. Working with an extensive range of stakeholders, the successful candidate will play a leading role in achieving a paradigm shift in aircraft and equipment availability and the development of superior, assured, environmentally sustainable and cost-effective support to Air.
Person specification
- Coordinate Support Performance activity within Air Command.
- Provide Secretariat services to COS Support's Air Support Performance Board.
- Manage and direct the development of the Air Support Performance Excellence Dashboard as both a tool to inform the Air Support Performance Board and as a rich source of performance data for use by the Air support community.
- Contribute to the production of Air Command input on Air Support Performance to high-level Defence Support meetings, providing briefing material as necessary to COS Spt or the RAF Senior Leadership Team member attending.
- Identify and capture risks to Air Support outputs.
- Identify opportunities to improve Air Support performance and coherence, championing best practise, sharing lessons identified and promoting opportunities to enhance efficiency and effectiveness.

Selection process details
Applicants will be sifted and those successful at that stage will be invited for interview. Sift is expected to take place 8-9 February, with interviews provisionally planned for the week 27 Feb – 3 Mar.
