Meta is seeking a Public Policy Manager to drive public policy work for messaging products, including WhatsApp and Facebook Messenger, in Europe. As Manager of Public Policy responsible for WhatsApp and messaging, you will join the Meta Policy Team in Europe, helping to shape issues and product agendas with policy-makers inside and outside government. In addition, you will help advise our internal teams on the public policy implications of their products, working with a closely coordinated and cross-functional global team.The role requires significant experience either working with or in government, politics, regulatory agencies or think tanks, as well as an ability to grasp complex technical and policy issues. It requires knowledge of existing tech policy issues, including but not limited to end-to-end encryption, cybersecurity, data protection and privacy, platform integrity, economic development, and e-commerce. You should also have an expert understanding of the dynamics and policy debates around private messaging in Europe - including the nuances and concerns in different European markets. In this role, you will represent the company in difficult, high-stakes conversations with external stakeholders. You will need to be passionate about privacy and comfortable speaking about the complex and often sensitive policy debates related to end-to-end encryption. You will also coordinate strategic outreach to advance the values and interests of Meta’s private messaging products. You'll work closely with our global policy teams, the business and product organisations, and key cross-functional partners in Legal, Partnerships, and Comms to execute our policy strategy, develop our external narrative around significant policy challenges and advise product teams through the public policy lens. You will develop, organise, manage, and communicate critical plans, initiatives, and strategies. We advocate for private messaging in the context of some of the big public policy issues of the day – including privacy, security, and user safety - and often play a part in high-profile debates. In this role, you’ll combine creativity and intellectual rigour with the organisational skills to manage our engagement effort across the region. You’ll apply your expertise to real-world scenarios, acting as an inspiring advocate and enthusiastic team player eager to help shape the future of messaging policy. This role can be based in London, Dublin, Brussels, or Warsaw.


Public Policy Manager Responsibilities:

  • Work closely with the Director of Public Policy for WhatsApp and Messaging in Europe (who oversees all WhatsApp and Messaging policy work in region) to ensure delivery of the agreed strategy for messaging in the region
  • Coordinate WhatsApp and Messaging Policy agenda with internal cross-functional groups, driving internal alignment to enable external engagement
  • Work with in-market teams across Europe (including in Brussels) to ensure the delivery of engagement plans, including rapid response to emerging threats to Meta’s license to operate
  • Build winning policy narratives and compelling collateral to advance Meta’s policy positions, delivering these directly to senior-level policy stakeholders in Europe, where necessary
  • Assess risks and opportunities for Meta’s messaging products, providing advice on product decisions and what these mean in the European context
  • Enable the vision and operating systems of the team of European policy experts in which this role sits, including by building regional stakeholder maps, tracking engagement, and supporting peers leading our policy efforts in areas such as connectivity



Minimum Qualifications:

  • Expert understanding of the political dynamics and policy debates around messaging policy in Europe - including the nuances and concerns in different European markets.
  • Demonstrable success in influencing senior-level external stakeholders on public policy matters - especially shaping privacy and end-to-end encryption debates - or similar technically complex policy areas.
  • Ability to grasp highly technical issues quickly and translate your understanding into accessible and easily understood advocacy collateral for non-expert consumption.
  • Experience developing regional policy strategies and coordinating their delivery to secure a clear policy outcome.
  • Experience navigating difficult conversations with policymakers and delivering results in a fast-moving environment.



Preferred Qualifications:

  • Strong understanding of the business models and technologies (including encryption and AI) underlying private messaging
  • Minimum of 6+ years of professional experience
  • Experience working in governmental, regulatory, civil society or tech consulting environments
  • Experience working in a matrixed organisational structure and leading fast-moving projects that require the alignment of several internal teams
