Project Manager required to assist in planning and activities to prepare for the end of the PFI contract in Hereford in 2029.
Hereford County Hospital site is run via a PFI contract which will expire in 2029. In line with government recommendations the Trust is now planning activities required for the transition. The current job requirements are focussed on planning the activities and resources required for the last 6 years. In parallel with the planning work there will be a focus over the first year on asset condition and lifecycle assessment to ensure that the assets handed over at the end of contract are in the best possible condition.
As a procuring authority the Trust needs to carefully consider their contractual rights and future options and to this end has set up a Board sub-committee to oversee plans. The expiry of a PFI project presents complex challenges and a number of opportunities. The public sector needs to ensure that its private sector partners have fully delivered on their contractual commitments to ensure that assets “handed back” are fully compliant to avoid exposing the public sector to future financial liabilities.
The post will provide assurance for the Trust that the PFI contract service suppliers are fulfilling the technical and statutory obligations required to provide a safe and efficient healthcare environment. Will act as Deputy for the Associate Chief Estates and Capital Planning Officer as required.
- Produce plans for expiry activities required over last 7 years
- Provide reports and recommendations to the Trust Board
- Oversee the asset condition surveys and the rectification of any remedial works required (likely to be several £m per annum)
- Work with external partners to plan options for access and to minimise service disruption for remedial works
- Input into ongoing discussions around lifecycle investment including risk assessments where work may be overdue
- Consider future procurement options for services and how and when decisions will be made
- Consider resource requirements required over 7 year period and how best to fund and procure
- Ensure the ongoing compliant delivery of the Hereford County Hospital PFI contract
- To make judgements and decisions appertaining to operational estates issues and to escalate in a timely manner
- To analysis multiple complex and challenging issues and priorities relating to area of control
