About The Role
The postholder will be responsible for managing a suite of projects supporting Net Zero Neighbourhoods, Climate Emergency Action Plan and Green Economy. This is an important role with responsibility for design and delivery of high-profile projects alongside policy development. The role sits in the Environment and Climate division, part of a wider Directorate with a significant portfolio.
The role has three key components:
- Realisation of the Environment ambitions outlined in the Corporate Plan to deliver transformative change for Hounslow borough and residents.
- Development and delivery of green skills and jobs programme in partnership with the West London Green Skills Hub
- Support the London Councils sponsored Build the Green Economy Action Plan working with pan London stakeholder and partners.
- Your role will play a key role in ensuring the Council meets its ambition to deliver net zero council operations and assets by 2030 including interim 2026 targets whilst heavily influencing wider borough emissions reduction.
This lead role presents an exciting opportunity for an ambitious individual capable of leading a complex set of change projects to deliver the strategies and associated action plans. You will oversee all aspects of the project using planning, monitoring and controlling processes in accordance with corporate policy and best practice project management techniques to ensure the projects maximize impact. You will also manage project budgets and seek opportunities to bring additional investment into the borough through new and innovative means of funding.
Key Responsibilities:
1.To support the Head of Net Zero Neighbourhoods and Green Economy to deliver the Council’s strategic priorities including Hounslow led initiatives which support West London and pan London outcomes.
2.You will lead a suite of projects, working collaboratively across the organisation and with our local partners to enthuse and take forward the ambitions the Council has set out in Net Zero Neighbourhoods programme, Climate Emergency Action Plan and Build the Green Economy Action Plan.
3.To be responsible for developing the project plans, resource plans and milestones, tasks and the management of risk, benefits realisation, and finances.
4.To ensure effective communication and consultation strategies are in place and implemented with residents, community groups and stakeholders are informed and consulted with accordingly.
Your Skills
1.You can manage and deliver multiple innovative projects that feature as part of the Council’s environmental programmes. With the innovation aspect in mind, you may not be able to demonstrate that you have ‘done this before’, so we are looking for an individual who has the capability, understanding and potential to make our projects a success.
2.You will be able to demonstrate as a project leader in the environment field with a strong track record of delivering transformative environmental change. Proven track record of planning and delivering project work using a structured project management methodology in an agile way.
3.You’ll have sound experience of developing excellent relationships with communities and you will be able to prove that you have delivered significant outcomes for residents and partners, through working in collaborative ways.
4.You’ve developed excellent project and performance management skills, and with them can demonstrate a track record of implementing excellent tactical solutions.
Professional Qualifications:
Essential:
1.You are qualified in an Environmental discipline; or you have a relevant degree, or demonstrable work-based experience that evidences an equivalent level of attainment and competence.
2.You are a qualified Project Manager, familiar with Agile and other project management methodologies or can evidence an equivalent level of experience and competence.
3.You also engage in continuous professional development.
Desirable
1.You have an economics or finance related qualification, or you have a relevant degree, or demonstrable work-based experience that evidences an equivalent level of attainment and competence.
