Your new role
National Highways have an exciting opportunity for a Project Manager to join the Regional Investment Programme (RIP) within the Major Projects (MP) directorate.
RIP is one of four programmes within National Highways Major Projects Directorate. Major Projects is responsible for the delivery of nearly 70 projects with a total value of more than £14 billion, and some of the most exciting and challenging projects in the country. National Highway’s goal is to change the industry: to make roads and their construction and maintenance safer; to be more responsive to the needs of our customers, particularly about biodiversity and carbon; and to exploit the digital agenda and drive the productivity agenda to improve delivery.

We strive to be creative and exploit digital and technological opportunities whilst maintaining the highest standards in Safety, Health, Wellbeing and Customer Service to deliver great projects.
This role will require you to draw on your proven knowledge and experience of successful project delivery. You will become an expert in our delivery environment and through building relationships with stakeholders from across our business and our supply chain, manage the delivery of some of our non-capital projects – which will change the way we delivery our capital projects now and in the future.
You will be based in either our Manchester, Leeds or Darlington office, however the role may involve travel across the North of England, which can be expensed. National Highways also offer a hybrid working approach, which is to be agreed on a local basis with line management.
What you’ll be leading on
- Develop and maintain strong collaborative relationships with the Programme Managers, Senior Project Managers, and other key internal and external stakeholders, to ensure full mutual understanding of your projects’ strategic and delivery objectives, to report on and review project performance, and to agree solutions that resolve complex issues.
- Design, agree and implement project plans. Ensure that all activities are appropriately organised to deliver project objectives, and appropriately resourced to deliver the required outcomes.
- Oversee feasibility, design, and assessment work for proposed projects, to inform the development of business cases and investment proposals.
- Contribute to the development of robust business cases, to clarify business benefits, quantify resource requirements and identify project interdependencies.
- Identify and evaluate emerging risks, issues, dependencies and constraints associated with the project, escalating where appropriate. Where necessary develop, agree and implement solutions to overcome these.
- Commission and manage the performance of delivery partners and expert consultancy support as appropriate, ensuring that project objectives and requirements are clearly understood, setting clear expectations for health and safety management, time and cost; and taking appropriate remedial action where necessary.
To be successful you’ll need
- Experience of successfully delivering complex, medium/high risk or high-profile capital programmes and/or projects.
- Experience of managing complex relationships with multiple stakeholders and evidence of skills to influence relationships for positive outcomes.
- Experience of managing and maintaining agreed plans and detailed stage plans in conjunction with delivery partners.
- Commercial skills with proven ability to negotiate and manage contracts to deliver outcomes and drive value for money.
- Demonstrate experience as mentor and/or coach to develop project management talent, skills and competence within a complex project environment.
