Citizens Advice Sheffield provides a range of advice and advocacy services through digital means, by telephone and in person. Purpose of job
Our post-pandemic service model is primarily phone and digital, supported by targeted in-person advice for those in the most vulnerable situations, such as our outreaches in foodbanks across the city. However, we know more remains to be done to ensure our services reach those who need them most but are not currently accessing our specialist advice.
We are focusing on developing and refining our model over the next two years by working closely with community organisations, particularly with
minoritised communities. We are also piloting models of advice giving in GP practices across several locations in the city. This is an exciting opportunity to work closely with our managers, partners, staff and volunteers to develop this work.

Main duties and responsibilities
Project Management
As a Project Manager, you will support the implementation phase of programmes and projects, which help deliver our strategy in key operational areas. You will work together with Senior Responsible Owners and Sponsors of the programmes/projects that you are assigned to, ensuring that the programmes/projects are governed and managed effectively.
The post holder will be responsible for implementing projects from contract sign-off to business-as-usual, delivering to quality expectations (internal and external), delivering to scope of project, within budgeted resources and in line with timelines managing challenges and change as these emerge. The post holder will work closely with managers, community and statutory partners, staff and volunteers to ensure projects maximise their positive impact.
The Project Manager will also support the Head of Advice to disseminate best project management practice across the organisation, and advise on delivery approaches.
Project Implementation
● Provide high-quality project management for the implementation of major projects, working independently and proactively to ensure delivery is on time, on budget, within scope and meeting contract requirements and and clients’ needs
● Leading and facilitating the scoping, design, and delivery of the implementation phase of new projects
● Agreeing project objectives, benefits, and plans for delivering these with your project stakeholders and funders
● Defining project tasks and managing resource requirements accordingly
● Leading on the creation, ownership, and maintenance of project documentation
● Developing and managing project schedules and progress updates
● Work with colleagues to ensure capacity is in place to deliver outcomes, undertake quality assurance processes and contracts against clear terms of reference by liaising with line managers including operational and support services
● Supporting Senior Responsible Owners and Sponsors with governance of programmes and projects
● Managing programme and project budgets
● Providing direction and support to project teams which will not include any direct reports
● Managing effective stakeholder engagement and communications including community partners and internal teams
● Managing quality assurance
● Continuously monitoring risks and issues
● Managing exceptions and changes in programmes and projects

● Provide detailed handovers to operational managers to ensure a smooth transition to business as usual arrangements for each project
Organisational Support and Learning
● Providing support in strengthening policies, procedures, and management tools to embed best practice in project management across operational and support services
● Support project closure processes as required, capturing and sharing lessons internally
● Provide ad hoc input to evolving organisational requirements as directed by the Head of Advice
Business Development
● Collaborate with the wider Leadership team to provide input to bids
● Collate and share project information to support business development and communications
General
The postholder will:
● Maintain accurate records and provide routine reports as required
● Respond appropriately to any safeguarding concerns, demonstrating an understanding of, and complying at all times, with CAS Safeguarding
Policies.

Person specification
Knowledge
● Comprehensive knowledge of best practice in project management, ideally in the charity sector
Skills
You will need excellent skills in the following areas:
● An ability to build, develop and maintain relationships with a variety of stakeholders, showing diplomacy, sensitivity and decisiveness
● Comfortable with conflict resolution and balancing the sometimes-competing demands of all the stakeholders involved
● A strong record in delivering and managing complex projects, which require engaging multiple stakeholders across people, culture, process and digital solutions
● The ability to make decisions independently and engage others in decision making processes in a matrix management environment
● The ability to take the initiative, be assertive, persuasive and motivate and inspire a range of audiences
● The ability to deliver quality work in a fast-paced environment, with the ability to balance emerging & tight timelines
● The ability to resolve problems, anticipate barriers and create practical solutions including proactive response to managing delivery risks
● Strong ICT skills including project management tools and an aptitude for new digital tools
● Coaching skills to support the wider adoption of project management tools and methodologies
● Supporting and empowering staff and volunteers
Experience
● Demonstrable experience working within the charity or related sectors
● Demonstrable experience in project management and/or operations, ideally within the charity sector
● Successful track record of implementing projects
Qualifications
● A recognised project management qualification would be ideal, however a proven and evidenced track record of successful project implementation in a comparable setting would be considered
