Duties
This position will report to the Chief Product Development in the Department of Program Services (DPS), Case Management Systems Office (CMSO), Federal Judiciary Digital Services Division (FJDS). The CMSO is seeking an exceptional leader to serve as the IT Project Manager to determine and oversee delivery of the strategy and roadmap for their products to achieve the outcomes and objectives defined by the strategic leadership. The incumbent will be responsible for coordinating with IT, court, and financial stakeholders to set priorities, managing new development and operations, and providing direction and oversight to product development teams and coordination of the Administrative Office (AO) efforts to support the program office and case/client management systems for all the federal courts including the probation and pretrial offices.
The incumbent will lead and supervise a team of IT professionals which consists of both government employees and contractors, IT Project Managers, Service Owners, Developers, and Solutions Architects. The incumbent may be required to undertake the Contracting Officer's Representative (COR) training to assist in the monitoring and documentation of contractor performance. This role is a hands-on, high-profile position and will require the incumbent to interact with the court and AO staff from both a technical and business perspective. The ideal candidate must have strong relationship management skills to establish and build healthy working relationships and partnerships with internal and external stakeholders.
The duties of this position include, but are not limited to:
- Developing a deep understanding of business goals and processes to inform product priorities and improvement recommendations.
- Creating understanding of the product vision both internally and with key external partners.
- Developing strong relationships and regularly communicating with product stakeholders and customers to shape the product strategy and surface and prioritize needs.
- Leading product strategy, planning, and life cycle management efforts; and monitoring business, market, and technology trends to inform product strategy and proactively propose new solutions.
- Establishing product roadmaps and release plans that satisfy requirements and achieve business outcomes.
- Contributing to translating business requirements into actionable product and technical requirements.
- Monitoring and evaluating product performance and proactively championing product improvements.
- Determining internal and contract/external resources and skills required for the product team to deliver on the product roadmap.
- Leading the product engineering team to scope, plan and deliver work; and applying established delivery methodologies (e.g., agile methods) and best practices (e.g., reusability).
- Identifying and resolving blockers to achieve business objectives for the product, including technical and resourcing challenges.
- Ensuring alignment and adherence to organizational, financial and IT standards (e.g., architecture, compliance, security).
- Managing investment decision making and finances for the product; and taking a return-on-investment approach to increasing the value while minimizing product costs.
- Serving as product manager for multiple and related products; acting as a product subject matter expert to build awareness and understanding; and increasing adoption and consumption of product capabilities.
- Representing CMSO by visiting courts to solicit feedback on products and services.

Qualifications
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience providing extensive knowledge in project management; overseeing and making recommendations to support process improvements and budgets; and managing internal and externals coalitions of an organization.
Highly Desired:
- College degree is highly desired.
- Strong technical background with understanding and/or hands-on experience in software development, cloud and web technologies.
- Experience determining and overseeing software development initiatives and estimating resource requirements.
- Strong project management skills to manage multiple projects and deadlines.
- Strong experience in understanding business partner and client needs.
- Proven ability to develop product strategies and effectively communicate recommendations.
- Proven track record of managing all aspects of a successful product throughout its lifecycle.
