Salary: £30,151 – £33,820

Hours: 36.25

Contract: 1 year FTC

Location: Hybrid Working – GMCA, Tootal Building, Oxford Street, Manchester & GMP HQ (although occasional working from other sites across greater Manchester and the county will be required)

Your Role: A rare opportunity to join a growing team within the Greater Manchester Combined Authority’s Resilience Unit. Initially a 12-month fixed term contract, the post holder will contribute to delivery of the goals of the multi-agency partnership that coordinates the preparation for emergencies – the Greater Manchester Resilience Forum (GMRF). This will include the provision of high-quality project, programme, policy, and commissioning support that is flexible and timely. The role will drive forward the civil contingencies and resilience work streams across Greater Manchester in a strong, collaborative partnership environment, engaging with partners from a broad range of organisations to strengthen the resilience of the city region, specifically supporting the cross-cutting nature of the GMRF as well as supporting thematic policy areas. The role will also support the multi-agency response to emergencies.

This role will liaise with internal and external customer groups and strategic partners including local authorities, GMRF partners (emergency services, infrastructure, and transport providers, etc), private, voluntary and community sector organisations, senior managers, and staff within GMCA and localities as well as other Government and public sector organisations.

The role holder will support the development and delivery of specific workstreams, shaping and delivering Greater Manchester’s Civil Contingencies responsibilities. The role holder will develop and deliver measures to strengthen the capacity of organisations involved in emergency response and the public to respond quickly and appropriately to emergencies, keeping abreast of Civil Contingencies protocols and response arrangements to provide support in emergencies within Greater Manchester.

About you:

Applicants should have high quality project planning and organisational skills, excellent communication skills, and be experienced in delivering to tight deadlines. An understanding of Local Government and / or other public sector organisations, and a basic understanding of, or interest in, civil contingencies/ resilience is an advantage. An effective communicator, they will build and maintain good working relationships with all partners including statutory partners, agencies, and bodies in order to influence and develop the role across Greater Manchester.

GMP VETTING AND SECURITY CLEARANCE

JOB PURPOSE
The post holder will contribute to delivery of the goals of the Greater Manchester Resilience Forum (GMRF) through the provision of high-quality project, programme, and policy support that is flexible and timely. The role will drive forward the civil contingencies and resilience work streams across Greater Manchester in a strong, collaborative partnership environment, engaging with multi-agency partners to strengthen the resilience of the city region, specifically supporting the cross-cutting nature of the GMRF as well as supporting thematic policy areas. The role will also support the multi-agency response to emergencies.

KEY RELATIONSHIPS

  • Liaising with internal and external customer groups and strategic partners including local authorities, Greater Manchester Resilience Forum (GMRF) partners (including emergency services, infrastructure providers, transport providers etc), private, voluntary and community sector organisations.
  • Senior managers and staff within GMCA and localities as well as other Government and public sector organisations such as the Department for Levelling Up, Housing and Communities (DLUHC), and other key stakeholders as required.

KEY RESPONSIBILITIES

  • To manage key aspects of resilience and civil contingencies for Greater Manchester, being responsible for projects and policy from conception and development to final implementation.
  • To provide high quality, flexible support across the full range of work including, but not limited to, information management through the collection, collating, recording, updating, and reporting of information, data and intelligence gathering, and dissemination.
  • Provide support to the implementation of the GMRF work plan, monitoring key work streams and deadlines associated with the GM Resilience Strategy and other work programmes.
  • Develop and manage detailed project plans, including tracking and recording of costs, risk registers and GANTT charts and working with colleagues across the GMRF, GMRU and GMCA to ensure all processes are adhered to.
  • Support delivery of the GMRF communication, and engagement strategies including project specific communications, through collating key information and updates from partners, editing and writing communications and planning and providing a clear operating picture where required.
  • Updating the Community Risk Register, Resilience Direct management, completing impact assessments, and effectively managing the GMRF social media channels.
  • Be responsible for keeping track of national policy developments, Resilience Standards development, Government reports and research/data publications in relation to resilience and civil contingencies and producing information for internal and external colleagues on the impact of such policy developments/changes on Greater Manchester.
  • Support as appropriate the response to multi-agency incidents.
  • Effectively manage queries and correspondence, both written and verbal from a wide range of internal and external customers.
  • Develop and improve effective administration processes to meet the changing demands of the organization, the GMRF partnership and contractual agreements through researching best practices, and developing templates and tools to assist in the delivery of objectives.
  • Build and manage effective relationships, working collaboratively across GM and key partners / stakeholders, including key project delivery partners.
  • Maintain and store data and documentation appropriately and in line with the General Data Protection Regulations (GDPR).
  • Personal commitment to continuous self-development and service improvement.

SKILLS AND EXPERIENCE

Experience:

  • High quality project planning and management skills and policy support within a team environment.
  • Drafting or writing of communications material such as web content or newsletters.
  • Delivering to deadlines.

  • Understanding of Local Government and / or other public sector organisations.
  • Have a basic understanding of, or interest in, civil contingencies/ resilience.

  • Excellent written and verbal communication skills, with good standards of accuracy and attention to detail.

Role specific requirements

  • Willingness to undergo security vetting
  • Willingness to work out of hours as part of a 365/24/7 emergency rota.
  • Access to own vehicle and holds a current driving license.
  • Work across Greater Manchester and travel outside of GM if required.
