What you'll work on
The purpose of this role is to assist Slough in its efforts related to DLUCH intervention and recovery. It will serve as the lead for recovery-focused projects and programs as part of the newly established Transformation Team.
The Programme Manager is accountable for leading a defined programme or set of projects and the associated business change activities which make a significant contribution to the delivery of the Council’s Strategic aims, including the delivery of the highly challenging ‘Doing Right by Slough’ Corporate and Recovery Plan, and management of associated financial pressures.
This leader will build compelling business cases to drive change, establishing appropriate programme governance and assurance, monitoring progress, managing risks and issues, and ensuring business can accommodate the change. Supporting the Associate Director of Transformation in leading, assuring, reporting honestly, and delivering a portfolio of work in support of the Strategic Aims of the Council.
An experienced and exemplary leader, with professional credibility gained from working within a project / programme management environment, this role will be influential in delivering change that supports best practice and the delivery of the Council’s strategic objectives.
A few things to note
- The rate for this role is £500 per day
- The role is for 2 months initially

We are looking for someone who can meet the following criteria:
Qualifications
- Essential to be qualified in Programme Management, and project management (such as APMP or Prince2 or P3O or MSP) or be able to evidence more than 6 years’ experience in complex organisation(s).
- Educated to degree level or equivalent by experience.
- Postgraduate or relevant knowledge and experience.
Skills and Experience
- Experience of working collaboratively with Senior Management, politicians, and other key stakeholders, evidencing credibility and impact as a leader.
- Evidence of exemplary leadership, able to inspire others to exceed expectations and champion innovation in a large organisation.
- Up-to-date working knowledge of the commercial approaches used within local government and awareness in developing business opportunities.
- Demonstrates an awareness of the Values and behaviours expected from Slough Borough Council to promote a positive working environment and culture.
Knowledge
- Strong knowledge of the issues facing local government and those relevant to service / functional responsibilities, together with the legal, financial, and political context of public sector management and the statutory responsibilities of this post.
- Ability to deploy relevant business and commercial knowledge and techniques including project, programme and change management techniques, research methodologies, KPIs, standards.
- Wide understanding of project delivery approaches and the impacts they can have on successful service and project delivery.
- Ability to lead, motivate, enthuse inform and develop people, both within the team and those in other departments.
- Ability to work autonomously developing and using own professional network to introduce and maximise best practice within Slough.
- Effective and demonstrable commercial skills.
- A commitment to equality and diversity.
- Understanding of Health and Safety legislation and good practice and how it relates to themselves and others in the workplace.
