Duties

In this position you will serve as a Supervisory Program Manager overseeing all facets of the Office of Heritage including: archival and historian support, collections management, curatorial services and museum operation.

Being a Coast Guard (CG) civilian makes you a valuable member of the CG team. Typical work assignments include:

  • Planning, organizing, and directing the activities of the office; balancing workload and providing advice, guidance, and direction on a wide range of policy issues; planning work to be accomplished by subordinates, setting and adjusting short-term priorities, and preparing schedules.
  • Participating in all phases of short and long-term strategic program planning.
  • Directing the development of strategies related to planning, programming, budgeting and executing the program to develop and oversee the National Coast Guard Museum (NCGM).
  • Creating and maintaining relationships with internal and external stakeholders and national level organizations including, but not limited to the National Archives, National Coast Guard Museum Association, Coast Guard Historical Foundation, other national military museum and heritage commands, other Coast Guard affiliated affinity groups and local or regional Coast Guard and/or maritime affiliated museums.
  • Executing strategic planning and coordination to leverage the rich character of the Coast Guard's heritage to support strategic outreach opportunities, utilizing historic past experiences to highlight the Coast Guard's alignment and value to the nation.

Qualifications

To be considered at the GS-15 level: Applicant must have one year of specialized experience equivalent to at least the GS-14 grade level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Examples of specialized experience include: planning, organizing and directing others involved in archival and historian activities, collections management, curatorial services, and museum operations; managing large intellectual projects and developing solutions to solve difficult planning problems related to museum operations; conservation and archival storage techniques and processes ensuring proper preservation, protection and storage of historical artifacts and documents.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. The necessary Knowledge, Skills, and Abilities to perform this job are:

  • Knowledge of a wide range of program management practices to oversee the History and National Coast Guard Museum programs.
  • Knowledge of museum practices and property management issues as they pertain to Coast Guard artifacts.
  • Knowledge of publishing/media fields and how they operate to promote and advance publication of articles that promote significant Coast Guard History.
  • Knowledge of conservation and archival storage techniques and processes to ensure proper preservation, protection and storage of historical artifacts and documents.
  • Knowledge of managerial and supervisory techniques in order to successfully define activities, tasking responsibilities and timely execution of multiple program segments.
