Job Duties
The Virginia Department of Transportation (VDOT) is seeking a Program Analyst to serve as a strategic analyst on activities associated with the Administrative Services Division. The selected candidate will: lead efforts to plan, develop, deliver, monitor and evaluate assigned program areas; identify and apply metrics in reporting and tracking; ensure accountability, integrity and clearly articulated business processes; and improve efficiencies and automation wherever feasible.
This challenging and rewarding position’s specific responsibilities and duties will include, but are not limited to:
Compliance – Conduct procurement reviews for the purchasing activities of all goods and non-professional services. Provide in-depth analysis and impact assessments of procurement procedures to improve and enhance statewide procedures that have a direct and immediate influence on the Agency’s fiscal position. Monitor corrective actions in accordance with Divisional standards. Escalate issues to management as appropriate based on professional judgment or upon request.
Develop/revise review processes for reviews assigned to the procurement review and training team (PRT) – Create/maintain written job aids and other written materials outlining procedures to be followed to conduct PRT reviews in accordance with Divisional standards.
Information and Document Requests – Assist with collecting information and documents for Agency and Risk Management Internal Control Standards (ARMICs) reviews, and for other information and document requests as needed.
Data Collection – Support the Division’s role in collecting data and conducting analyses to support Agency-wide initiatives. Implement effective quality assurance and quality control strategies to ensure data and analyses are correct and responsive to purpose.

Minimum Qualifications
- Ability to gather data, analyze information, make recommendations and prepare reports.
- Ability to obtain Virginia Contracting Associate (VCA) Certification.
- In depth knowledge of state procurement laws and policies.
- Demonstrated skill interpreting federal and state laws and policies to fact-based scenarios and/or data.
- Ability to build constructive, effective relationships inside and outside the organization and provide strategic leadership.
- Ability to communicate effectively both orally and in writing to all levels of employees and customers.
- Skill in the use of computers, software applications and reporting tools.
Preferred Qualifications:
- Bachelor’s degree in business, finance, accounting, business administration, or related field preferred; equivalent experience or training may be substitute for degree.

VDOT utilizes a market-based pay program, which has been approved by DHRM. Therefore, advertised rates of pay may or may not align with the Commonwealth pay bands.
VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.
Once onboarded, this position may be eligible for telework opportunities; availability, hours, and duration of telework shall be approved as outlined in the Commonwealth telework policy.
