We’re looking for 2 product managers to work on exciting Digital programmes across different teams in DLUCH.

HR Operations - join this new HR Operations Team as we drive forward changes to the recruitment, on-boarding and transactional services teams, including a significant update to our SAP HR system.

Local Digital – join the Local Digital team at DLUHC who are supporting councils across England to deliver the local public services of the future. We’re building upon the ambition of the Local Digital Declaration – our vision for the future of local public services that has been co-signed by over 280 local councils, sector bodies and Government departments.

We’re looking for product managers who want to help us deliver these visions, shaping our products and services through digital expertise and the application of user research.

Job description

As a product manager you’ll;

  • develop an expert understanding of our users’ needs and champion these in the continuous delivery of a product
  • develop and prioritise a product backlog, writing good user stories and making decisions based on data to improve the user experience
  • engage our end user community and stakeholders through a range of channels to encourage feedback and open dialogue about usage and functionality of the product
  • define and set measurable KPIs for your service, as well as have responsibility for system design and operations
  • lead and direct a 3rd party delivery team to ensure the right things are delivered and that the department knows when to expect them
  • responsible for management of short and long-term digital projects as well as oversight of the digital systems used by the teams to deliver their services
  • work flexibly across functions, managing your own workload and providing digital support for emerging priority work streams across our teams

Person specification

As a product manager you’ll have;

  • experience of managing and delivering solutions to meet issues and problems that arise from day-to-day operations and through project delivery
  • experience of building relationships and working collaboratively to achieve jointly agreed operational and project goals
  • experience of ‘user focus’ in your previous roles. We’re interested in how you have identified key users, their needs and the impact of a service on their ability to deliver in their roles
  • a strong desire to move into Product Management if you aren’t already doing the role
  • knowledge of the range of available technology choices and can make informed decisions based on user need and value for money
  • knowledge of the operational process of designing and running a product throughout its entire product life cycle
  • an understanding of data protection and cyber security requirements around the processing of personal data within digital systems and tools

One of the 2 roles is a permanent position, the other role is 21 months with possible conversion to permanent at the end.

Internal Fraud Database

The Internal Fraud function of the Fraud, Error, Debt and Grants Function at the Cabinet Office processes details of civil servants who have been dismissed for committing internal fraud, or who would have been dismissed had they not resigned.The Cabinet Office receives the details from participating government organisations of civil servants who have been dismissed, or who would have been dismissed had they not resigned, for internal fraud. In instances such as this, civil servants are then banned for 5 years from further employment in the civil service. The Cabinet Office then processes this data and discloses a limited dataset back to DLUHC as a participating government organisations. DLUHC then carry out the pre employment checks so as to detect instances where known fraudsters are attempting to reapply for roles in the civil service. In this way, the policy is ensured and the repetition of internal fraud is prevented.
