This is a really exciting time to join the MMO as we become an independent coastal state, embedding new repatriated functions and services with an increased focus on the protection and enhancing of the marine environment.

The role of Principal Marine Officer (PMO) Compliance is a pivotal position, leading the Compliance Team to ensure that MMO demonstrates it’s compliance and control activities meet UK and International statutory requirements.

In your role as PMO Compliance you will be required to forge close working relationships with partners including MMO teams, Defra policy colleagues, Inshore Fisheries Conservation Associations, Devolved Administrations and NGOs to enable consistency for compliance nationally and internationally and deliver effective regulatory assurance.

The successful candidate will be expected to motivate the team while embedding efficient and effective practices, ensuring regulatory support and assurance for internal and external stakeholders in our coastal and marine environment.

  • To support the Head of Enforcement and Investigations to ensure the MMO demonstrates compliance and control activities comply with UK and International statutory requirements.
  • Lead on the team’s contribution to improving and maintaining compliance with traceability regulations.
  • Lead on the development of an efficient centralised compliance monitoring system providing reporting tools to further enhance our compliance monitoring.
  • Oversee and maintain a library of internal and external guidance and co-ordinate the roll-out of new procedures and policies to MMO teams.

Essential

  • Candidate should be trained as a Marine Enforcement Officer or hold an equivalent qualification or experience in the marine sector
  • Strong communication skills with experience of working across and co-ordinating geographically spread colleagues
  • Ability to influence senior managers and provide clear written and verbal communications
  • Experience of producing internal or external guidance/policy within a regulatory setting
  • Ensuring their team is capable of delivering its work commitments through planning and controlling workloads, against competing priorities and by taking early action to address problems when they arise
  • Ability to monitor the performance and outputs of their teams, against clearly set work objectives and key performance indicators
  • Innovation in helping to achieve a high level of compliance with marine and fisheries legislation in line with MMO’s objectives
  • Ability to carefully analyse the implications of any action taken when making decisions
  • Building and maintaining relationships with a wide range of internal and external stakeholders, including the development of a clear and mutual understanding of respective priorities and viewpoints
  • Ability to develop and maintain effective working relationships with other MMO teams, Defra, and industry representatives. Organising and chairing meetings where appropriate to bring people together

Desirable

  • Strong knowledge of UK fisheries and marine legislation, and an understanding of the data and information received as part of the statutory Control and Enforcement procedures.
  • A marine-related qualification
  • To be computer literate in Microsoft software
