The principal tasks are as follows:

  • SubCap Submarine Acquisition Support Plan (SASP) manager.
  • Representing SubCap Portfolio Office at Programme boards, Assumptions Working Groups and Risk Working Groups.
  • Support SubCap Portfolio Assistant Head in planning/producing/briefing papers for senior boards.
  • Validation and verification of SubCap Portfolio Management Information reporting for DNO monthly performance packs.
  • Line manager for SubCap PFO2a (HEO).
  • Supporting portfolio training and guidance for SROs and programme teams.

The role is based at MoD Main Building, London, with occasional travel to other locations within the UK.

This position is advertised at 37 hours per week.

Job description

Portfolio Team key responsibilities include:

Co-ordinating the annual refresh of the Submarine Acquisition Support Plan (SASP) with DNO colleagues, the Submarine Delivery Agency (SDA) Portfolio Office and Navy Command.

Represent the SubCap Portfolio Office at Programme Boards and identify cross-cutting systems chronic/acute issues for further analysis in relevant boards e.g., Portfolio Progress Group – Deliver (PPG-Deliver).

Support SubCap Portfolio Assistant Head in planning/producing/briefing Portfolio board papers for PPG-Deliver and senior boards e.g., Submarine Portfolio Management Board (SMPMB).

Represent SubCap at Risk Management meetings across the Defence Nuclear Enterprise and responsible for programme risk management guidance.

Represent SubCap at Assumptions Working Group meetings across the Defence Nuclear Enterprise and responsible for assumptions guidance.

Support portfolio training and guidance for SROs (Senior Responsible Owners) and programme teams.

Validation and verification of Portfolio Management Information reporting for DNO monthly performance packs.

Line manager for SubCap PFO2a (HEO (Higher Executive Officer)).

Person specification

To work efficiently in this team, you should be comfortable dealing with senior stakeholders, willing to question and challenge, capable of working with complex and diverse issues and able to quickly interpret/analyse information for robust conclusions and recommendations.

Experience of the Nuclear portfolio in Defence is not required. This role provides an opportunity to become knowledgeable in the breadth of the Submarine Capability Directorate portfolio and the interrelation between the various projects across the nuclear enterprise.

DNO highly values diversity to bring different perspectives to the complex challenges we work on. This post is based in London and will attract the London weighting.

Due to the classification of the work, you should expect to work in the London offices at least two days per week. However, there are options to discuss alternative and flexible working patterns, including partial working from home.

Desirable Knowledge and Skills:

Experience of planning, at portfolio, programme or project management level and project management qualifications such as PRINCE2 and APM (Association of Project Management).

Candidates must demonstrate an ability to give clear direction; engage key individuals; analyse and interpret a large volume of data/information; make effective decisions and communicate efficiently to different audiences.

Work efficiently with delivery agents, industry, and technical partners to support delivery of complex engineering projects by challenging assumptions and processes to drive performance, delivery, and value for money.

Work alongside military colleagues to drive complex, multi-stakeholder programmes to ensure delivery.

Behaviours
