About Our Client
It is an exciting time to join the Enforcement Conduct Board (ECB), which is a newly created organisation established to provide independent oversight of enforcement agents (formerly known as bailiffs) and the enforcement industry.
The ECB was formally launched in November 2022. Our mission is to ensure that all those who are subject to enforcement action in England and Wales are treated fairly.
Job Description
Policy Manager

Role:
- Building an evidence-base to underpin the development of policy
- Developing robust and well-evidenced policy options
- Producing high quality reports and consultation documents
- Developing, in consultation with stakeholders, new Standards and Code of Practice for those delivering enforcement activity
- Developing plans for research and data gathering, including commissioning external research to improve understanding about where, when and how often issues arise with enforcement activity
- Working with the CEO to represent the ECB with stakeholders in government, the enforcement industry, the debt advice sector, creditors, and others as necessary
- Supporting the CEO in building relationships with key internal and external stakeholders including MPs, civil servants, CIVEA, consumer groups, NGOs and think tanks

Essential:
- Demonstrable experience of delivering results through policy development
- Able to analyse and interpret evidence/data and deploy effectively to support policy development
- Experience of building and maintaining influential relationships with a wide range of stakeholders
- Excellent drafting skills with proven ability to engage a range of audiences
- Strong teamworking skills - ability to work creatively and adaptively as part of a small and dynamic team
- Ability and willingness to both think strategically and roll up your sleeves and act operationally in a start-up environment
Desirable:
- Understanding of regulatory policy and its delivery in practice
- Experience of communications and public/external affairs
